Nationwide contract for supplying, installing, operating and maintaining Axle Load Checkpoints systems for measuring vertical forces asserted by running trains in the track. The contract comprises the delivery and installation of a number of ALC-systems to be applied on railway infrastructure in Denmark. The contract furthermore comprises the operation and maintenance of the ALC-systems installed trackside as well as the delivery, operation and maintenance of the associated system components and services that allow the measurement data to be captured, transmitted, analyzed, processed and made available to data users as final measurement results in the end. The execution of the planning and installation activities related to the contract are expected to commence in June 2014. The supplier must expect to conduct a trial run with the first ALC-system that is installed in the infrastructure.

For employees moving about and performing work on Banedanmark's railway infrastructure the working language can be either Danish, English, German, Polish or Italian, which corresponds to the languages currently offered in the course “Watch out on the track”.
3. Banedanmark expects to send out the invitation to tender along with the tender documents in April 2014. The time limit for receipts of tenders is expected to be in May 2014. Further reference is made to the tender documents.
4. To be pre-qualified it is required, as a minimum, that the applicant has sufficiently met the requirements described in sections III.2.1, III.2.2 and III.2.3.

By "the past 3 financial years" is meant either calendar years (1.1 - 31.12) or seasons (e.g. 1.7-30.6).

The applicant must further document that the vertical forces comprise both static and dynamic forces on wheel level, and that the solution can provide results on measured axle loads, information about types and severity levels of wheel defects, and alarm notifications to defined users within 30 seconds when measurements and derived quantities supersede certain alarm thresholds that can be defined and set at different levels by selected users,
a) measures the vertical forces asserted by running trains in the track at frequencies of at least 1,500 Hz. The applicant must further document that the vertical forces comprise both static and dynamic forces on wheel level, and that the solution can provide results on measured axle loads, information about types and severity levels of wheel defects, and alarm notifications to defined users within 30 seconds when measurements and derived quantities supersede certain alarm thresholds that can be defined and set at different levels by selected users,
b) uses a clamp on solution for attaching the measuring devices (sensors) in the track area and thereby allows all system components in the track area to be temporarily removed/put aside from the track area and re-installed again within short amounts of time (hours). If mounted on rails, the applicant must furthermore document that it is possible to mount the ALC-sensors on UIC 60 rails,
b) uses a clamp on solution for attaching the measuring devices (sensors) in the track area and thereby allows all system components in the track area to be temporarily removed/put aside from the track area and re-installed again within short amounts of time (hours). If mounted on rails, the applicant must furthermore document that it is possible to mount the ALC-sensors on UIC 60 rails,
c) is able to measure trains with wheel diameters within the interval 330 - 1300 mm with measurements covering 100 % of the wheel circumference, and able to perform measurements of the same quality for trains passing in both driving directions,
d) for train speeds in the interval of at least 40-200 km/h is able to measure the dynamic forces and detect all different types and severity levels of wheel defects which might cause damage to the track, infrastructure, locomotives and vehicles due to high forces or impacts (e.g. wheel flats, spalls, shells, ovalities and poligonization), and

e) for train speeds in the interval of at least 15-200 km/h is able to measure/determine the quasi-static weight of the locomotive/vehicle with a maximum uncertainty of +/- 5 % with a confidence interval of minimum 95%, and able to measure/determine the quasi-static axle load with a maximum uncertainty of +/- 7 % with a confidence interval of minimum 95 %. The applicant must further document that for the remaining measurement results within the mentioned speed interval and confidence intervals the maximum uncertainty of the ALC-solution does not exceed +/- 10 % for the quasi-static weight of the locomotive/vehicle and +/-14 % for the quasi-static axle load.
e) for train speeds in the interval of at least 15-200 km/h is able to measure/determine the quasi-static weight of the locomotive/vehicle with a maximum uncertainty of +/- 5 % with a confidence interval of minimum 95%, and able to measure/determine the quasi-static axle load with a maximum uncertainty of +/- 7 % with a confidence interval of minimum 95 %. The applicant must further document that for the remaining measurement results within the mentioned speed interval and confidence intervals the maximum uncertainty of the ALC-solution does not exceed +/- 10 % for the quasi-static weight of the locomotive/vehicle and +/-14 % for the quasi-static axle load.
I) In addition, the applicant is furthermore asked to provide presentations, examples, descriptions etc. of his ALC-solution which for instance give insight into the following:
a) The activities that must be performed on the ALC-solution (re-installations, adjustments, calibrations etc. to secure its full functionality) after the performance of conventional track maintenance activities in the ALC measurement area (such as rail grinding, tamping, ballast profiling, rail replacements, sleeper replacements etc.),

To the relevant extent, the accuracy levels can for instance be described in relation to different speed intervals, and
b) which measurement accuracies that the applicant can guarantee with his ALC-solution in relation to speed measurements, weight measurements, dynamic force measurements and wheel defect detection accuracies (i.e. how effectively wheel defects are detected), and under which conditions these accuracy levels are achievable. To the relevant extent, the accuracy levels can for instance be described in relation to different speed intervals, and
c) interfaces and interactions: How the implementation activities will affect traffic operations and the surrounding railway subsystems, what are the physical boundaries of the ALC-solution and its elements, and what is the ALC-solution's interaction as well as physical and functional interfaces with other railway subsystems that it interacts with.
