Kort beskrivelse:

Halsnæs Forsyning is supplying approximately 21.000 households with district heating and have a yearly heat production of 100.000 MWh.

Halsnæs Forsyning plans to establish a new heat production plant equipped with a 30 MW electrical boiler and a 10 MWth Air to Water heat pump. The plant will be prepared for an expansion of an additional Air to Water heat pump of 10 MWth.

The power supply for the plant will be from the public 50 kV grid. The point of connection (POC) is at the 50 kV station VAL, located nearby. The grid company NEXEL will install 50 kV bay at VAL. Halsnæs Forsyning will connect cable from the bay to the heat plant. The delivery and installation of 50 kV cable is handled in another purchase.

The overall project is divided into the following sub-contracts:

1. High Voltage System (present contract)

2. Cable and Cable Work for 50 kV Station to site

2. Buildings and foundations for Installations

3. Electric Boiler

4. Air to Water Heat Pump

The High Voltage Project (this tender) include engineering, production, erection and energization of the power supply for the heat production components.

This include:

› Earthing, grounding and Potential equalization of all parts

› Power Transformer (Appendix A01 of the tender material)

› 10 kV switchgear incl. low voltage transformers (Appendix A03 of the tender material)

› Low voltage systems (Appendix A05 of the tender material)

› Integration to Control and monitoring systems

Beskrivelse af mulighederne:

Included in this tender is the following options, including delivery, installation, and energizing:

› Two transformer panels with the ability to supply a 3150 kVA and 1600 kVA transformer respectively with transformer protection relay

› 1 Pcs. transformer of 1.600 kVA 10,5/0,4 kV

› Earthing of star point at one transformer

› Cable connection from switchgear to the transformer

Purchase or realization of the options are predominantly dependent on the need for an additional heat pump.

The tenderer must inform the following regarding economic and financial standing (ESPD part IVB):

- Solvency ratio, which is defined as Equity/(Total Assets) x 100% , in the last two (2) Fiscal Years (FY).

Halsnæs Forsyning has the following minimum requirements regarding the economic and financial standing of the applicant:

-A solvency ratio of minimum 15 % in the last two (2) audited and completed Fiscal Years, calculated as the sum of the solvency ratios divided by two (2).

The tenderer must complete the list in the ESPD with a minimum of one (1) and a maximum of five (5) of the most relevant references describing the tenderers experience with design, engineering, production, erection and energizing of a total High Voltage System within the last ten (10) years dated from 01.05.2023.

The references should preferably include:

1. A description of each delivery clearly indicating which parts of the delivery being similar to the description of the tendered contract

2. Information on the period during which the delivery was carried out, including whether the delivery is completed or in progress

3. The character of the delivery

4. The recipient of the delivery (specific names are preferred but do not necessarily have to be included)

If the list includes more than five (5) references, only the first five (5) references listed in the EPSD will be included in Halsnæs Forsyning’s assessment of the eligibility of the tenderer.

This also applies if the tenderer is a consortium or in other way an association of companies or if the tenderer bases its technical and professional capacity on other companies. Such an association or a tenderer with external technical and professional support may thus provide a maximum of five (5) references in total. If the tenderer has enclosed more than five (5) references, only the first five (5) references listed in the ESPD will be taken into account in the assessment.

If the tenderer states reference’s in both the ESPD and in a separate reference sheet - and there is a discrepancy between the ESPD and the sheet - references will be identified on the basis of the first five (5) references stated in the ESPD.
