The framework agreement concerns the acquisition of 10 (ten) different types of high quality gloves and mitts to be used by the Danish Armed Forces throughout a 7 (seven) years period. The different types of gloves and mitts are briefly described below. A more extensive description of each type of glove and mitt is available in Appendix A1 – A10. A1) Combat Glove: Combat Glove used in warm and intermediate climates such as the Danish fall, spring, and summer. The Combat Glove will be used by all soldiers and protect their hands and fingers from climate impact, rope burn as well as sunburn and general bruises. A5) Anti-Flash Glove: The Royal Danish Navy is the main user of the Anti-Flash Glove, but some artillery units are users as well. The property of the Anti-Flash Gloves is to protect the soldier’s hands from blast, heat and fire. The Anti-Flash Glove shall be tight fitting to the hand and fingers, enabling the soldier to operate small-buttoned equipment such as computers, cannons, radios, binoculars, and different hand weapons etc. It is also important that the Anti-Flash Glove have finger touch capability for use on different touch screens. The Anti-Flash Glove shall have a long covering shaft, which covers the forearm and ends just below the elbow. A6) Tactical Fast Rope Glove: The primary use of the Tactical Fast Rope Glove is to protect the soldier’s hands from rope burn and bruises while fast roping (gliding down a thick rope from e.g. a helicopter). The Tactical Fast Rope Glove will be used by Special Forces personnel (men) for training and military operations. It is used for shorter periods at a time in all climates and weather both nationally and internationally. The Tactical Fast Rope Glove shall be tight fitting to the hand and fingers, giving the solder opportunity to operate rope, but the user also needs to be able to operate equipment such as radio, binoculars, weapon, etc. when wearing the Tactical Fast Rope Glove. A7) Leather Guard Glove: The Leather Guard Glove, will be used by men and women, when standing guard and parade at military facilities around in Denmark. The soldiers will use the Leather Guard Gloves during operational guard duty, ceremonial guard duty and for parade purpose. The gloves shall fit the hand, so it is possible to handle a saber when conducting guard and parade duty. The Glacé Leather Glove shall be a good quality. The name Glacé is a remain from earlier fabrication method, which is not a mandatory requirement today.

Regarding section III.1.4: As part of the prequalification application the candidate is asked to submit a self-declaration, on compliance with labour clauses, CSR obligations and international sanctions. When associations of several entities (eg. Consortiums), including temporary joint ventures, participate as one tenderer, the self-declaration must be filled out separately for each of the participating entities.
Regarding section II.2.1): The estimated value of the framework agreement is DKK 40 mio. and the maximum value of the framework agreement is DKK 100 mio. The reason for the difference between the stated values is the uncertainty regarding the final value of the framework agreement, cf. below. Hence, the estimated value constitutes DALO’s most qualified estimate of the value of the framework agreement at the present moment, while the maximum value constitutes the maximum value of purchases under the framework agreement in its duration.
The uncertainty regarding the final value of the framework agreement is primarily caused by uncertainty regarding the Danish Defence’ operational needs through the duration of the framework agreement, including uncertainty about specific deployments and mission areas in particular, which is not possible to foresee for the entire span of the framework agreement. Thus, changes to the operational needs of the Danish Defence compared to the existing situation and needs may cause a significant larger expenditure on the framework agreement than what is expected at the moment.
Regarding section IV.3.6): Note, that the procure documents are in English. However, it is permissible to submit applications for participation and offers in either Danish or English. Negotiations during the tender procedure may be conducted in Danish or English depending on the preferences of the specific tenderer. Questions submitted during the tender procedure shall be written in Danish or English and DALO will answer these questions in both Danish and English.
This tender is conducted according to the negotiated procedure, cf. directive 2009/81/EC, article 26. The candidates who will be invited to submit tenders will receive further practical information regarding the negotiated procedure in the Instructions to Tenderers. Tenderers are expressly made aware that DALO reserves the right to regard the INDO as a best and final offer (BAFO) and to close the tender procedure and award the Contract on the basis of the submitted INDO, ie. without conducting any negotiations.
