DIN Forsyning Varme A/S in Esbjerg, Denmark is in the process of replacing the heat delivered from the existing coal fired power station (ESV3) which is currently planned for de-commissioning 1st quarter of 2023.
DIN Forsyning Varme A/S has decided to establish new base load production capacity to replace the heat previously purchased from Ørsted A/S with new heat production facilities to be located in harbour area close to the existing peak load plant City Centralen and existing heat accumula-tor tank and distribution pumps.

There will be established 60MW wood chips fired boiler line, 50MW heat pump and 40MW of electrical boiler.
The Contract Agreement is based on Green FIDIC SHORT FORM of Contract First Edition 1999.
DIN Forsyning Varme A/S intends to enter the Contract with one Contractor for the delivery of the wood chip fired boiler island.
The Tender describes the need for a new boiler island incl. an external economizer. The pressure part was originally set to be included in the Works by the selected Contractor to Lot E. However, since the selected Lot E Contractor failed to deliver a pressure part in compliance with the valid norms and standards, the Employer has been forced to ask for the pressure part elsewhere. Hence, this Works consist of the pressure part only based on the specifications relevant for the pressure part and the Works consequential relevant for the purpose of replacing the defect pressure part is referred to as Lot E2.

The Employer thus asks for a new pressure part (incl. external economizer) within the battery limits and according to the requirements as specified within Annex 2 of the call for tender material. The Tenderers shall bear in mind that given the experiences encountered to date, the Employer will play special attention to that the quality requirements according to the PED are fulfilled. – Also, special focus as to fulfillment of the needed performance can be attained in a similar configured/sized pressure part within the confinements of the Employer’s layout design will be an important assessment factor of the Employer.

The Tenderer shall state the following financial information:
- the ‘General yearly turnover’ for the financial statements for each of the last three (3) closed financial years at the time of the application deadline.
- The ‘Solvency Ratio’ for each of the last three (3) closed financial years at the time of the application deadline.
‘solvency ratio’ must be calculated/determined in accordance with the Danish Financial Statements Act: ‘solvency ratio’ = ‘Shareholder’s equity’/ Total assets * 100

- Each of the 'General yearly turnover' from the last three (3) closed financial years at the time of the application deadline must be positive.
- Each of the Solvency Ratio’ from the last three (3) closed financial years at the time of the application deadline must listed.
Teknisk og faglig kompetence:
The Tenderer must provide up to five (5) references which the Tenderer finds most comparable with this invitation to tender.
- The references must contain the following:
1)Description: Description of the reference(s) with focus on the elements which make the reference comparable to this tender, and compliant with the minimum requirements, see the last bullet. The description may also contain information about the period(s) in which the assignment has been performed (start and conclusion dates).

- The CE-marking issued from an impartial third party must not contain any written remarks concerning the wood chips boiler i.e. production and assembling.
- The minimum requirement can be met by a reference containing the above assignments or by a combination of references from several customers, as long as the references substantiate overall that each of these assignments has been per-formed for minimum one (1) customer.

The application must consist of the European Single Procurement Document (ESPD).
The applicant fills in the ESPD electronically in the system EU-Supply:

The tenderer, other entities and association must, at the contracting authority’s request, submit documentation in accordance with sections 144 and 152 of the DanishPublic Procurement Act for the information provided in the ESPD in connection with the pre-qualification. How this documentation must be submitted is described in the tender conditions.

Since no suitable tenders have been submitted in response to the public procedure in accordance with the procedure laid down in Art. 45 in The Utilities Directive, Directive 2014/25/EU of 26. February 2014, DIN Forsyning Varme A/S used a negotiated procedure without prior call for competition as laid down in Art. 50 in The Utilities Directive, Directive 2014/25/EU of 26. February 2014.
