The procurement includes two agreements: 1) Development and Implementation Agreement, which concerns the acquisition of the functionality to undertake toll calculations and creation of toll billing details, based on a digital map of the Danish road network and the relevant Toll Context Data, including education/training and documentation. 2) Master Services Agreement, which concerns hosting, support and maintenance of the functionality during operation.
The development and implementation agreement covers the acquisition of the GNSS Tolling Engine functionality as a
"System as a Service" including configuration, commissioning, testing, training/education and documentation. The delivery will include integration to Sund
& Bælt’s Commercial BackOffice system and data warehouse systems. The delivery includes all required resources, material and other elements required for delivering the functionality; all software, licenses, integrations, and security elements required to establish and configure the solution. This includes establishing a geomodel based on the
provided Toll Context Data. The GNSS Tolling Engine will undertake the toll calculations and various support functions for the scheme. The function scope covers the process from receiving the toll declarations, to toll calculation, and
creation of toll billing details, all based on a digital map of the Danish road network and the relevant Toll Context Data. The digital map must be part of the delivery. The GNSS Tolling Engine will also provide anonymised traffic data for statistical purposes, a routing engine to support a manual toll-ticket and review and toll correction processes, and a segment identification service, which will indicate the tolled segment
ID for a given geoposition. The toll calculation is made based on the toll declarations received from EETS Providers (EPs). The EPs will send GNSS-based toll declarations at regular intervals, which contain the GNSS positions of their customers’ vehicles. The GNSS positions must be map-matched to the digital map to identify the usage of toll road segments. The liable toll is then calculated using
a tariff table from the Toll Context Data identifying a payable toll for each used road segment. A gap closing algorithm must be included in the engine to cope with segments on which no GNSS position data are received. All tolls for every vehicle which has sent toll declarations must be calculated and sent to Sund & Bælt’s Commercial BackOffice system as Billing Details.
For occasional users, the routing engine will form the basis for a toll ticket based on the same digital map and Toll Context Data. The user can create their route from A to B to C, and the routing engine will calculate possible routes and their corresponding toll. The routing engine will be interactive, enabling the user to select the preferred route. The routing engine will provide a full list of toll segments and calculate the total cost of the route, similar to billing details.
The basis tendered road network (approx. 6,500 km) to be covered by the GNSS Tolling Engine might be extended with two options:
• Functionality to extend the GNSS Tolling Engine to include road network within low emission zones including hosting, support and maintenance for the extension (approx. 1,000 km).
• Functionality to extend the GNSS Tolling Engine to include the rest of the entire public road network (approx. 67,500 km) including hosting, support and maintenance for the extension.
The Master Services Agreement will include hosting, support and maintenance services during the operations period after the implementation. The services will include updates of Toll Context Data and annual performance testing. The Master Services Agreement will commence when the implementation is delivered according to the Development and Implementation Agreement and shall have a duration of seven (7) years , if not terminated earlier or prolonged.

• Configuraton of a geomodel based on toll context data or similar.
• Services for support and maintenance during operation.
Each reference is further more requested to describe:
*the candidates role(s) in the performance of the delivery and/or services
* the financial value of the services and/or delivery (amount),
*the date of delivery
*the duration of the services agreement if relevant and
*the name of the customer (recipient)
*and the country where it was performed
When indicating the date of the delivery, the tenderer is requested to indicate the date of commencement and finalisation of the delivery. If this is not possible, for example if the tasks were performed on a continuous basis under a framework agreement, the candidate is asked to indicate the time period.
If the candidate relies on professional experience of other entities for the performance of specific parts of the services included in the contracts, see section II.2.4), such specific parts of the services must be performed by the entity on which the candidate relies.

The negotiation phase is expected to proceed as follows:
After receiving the initial offers, negotiation meetings will be held with the tenderers.
During the negotiation process, the tenderers can ask questions in writing about the tender documents and the subject of the Contract.
Following the negotiations, the contracting entity may issue revised tender documents for a further initial (INDO2) offer or a final offer (BAFO). The contracting entity may award the contract on the basis of the INDO2, and the tenderers therefore cannot expect negotiation meetings to be conducted again.
After receiving the final offer, the contracting entity will conduct an evaluation and decide on the award of the Contract.
A more detailed description is included in the Instructions to Tenderers.
The candidate must as its application submit an ESPD as preliminary documentation of the circumstances set out in section 148(1) paras (1)-(3) of the Danish Public Procurement Act (udbudsloven). It is not necessary for the candidate to sign the ESPD document. For groups of operators (e.g. a consortium), a separate ESPD must be submitted for each participating operator. Where the candidate is a group of operators, the ESPD document of each participant in the group must be signed by the
participant in question. The candidate heading the group and submitting the application is not required to sign its ESPD document. If the candidate relies on the capacity of other entities, an ESPD must be submitted for and signed by each of the entities on which the candidate relies.
The candidate will be excluded from participation in the tender procedure if the candidate is subject to the

Pursuant to the Danish Act on the Complaints Board for Public Procurement, etc. (lov om Klagenævnet for Udbud m.v.) (the Act is available (in Danish) at www.retsinformation.dk), the following deadlines apply to the lodging of complaints:
Complaints for not having been selected must be submitted to the Danish Complaints Board for Public Procurement before the expiry of 20 calendar days, see section 7(1) of the Act, from the day after submission of notification to the candidates concerned of the identity of the successful tenderer where the notification is ac-companied by an explanation of the grounds for the decision in accordance with section 2(1), para (1) of the Act and section 171(2) of
the Danish Public Procurement Act.
In other situations, complaints of award procedures, see section 7(2) of the Act, must be lodged with the Danish Complaints Board for Public Procurement before the expiry of:
