The Danish Housing and Planning Authority, acting as the Secretariat of the program Nordic Sustainable Construction, wishes to procure services related to establishing of capability regarding reuse of construction materials targeted to the students at vocational educational institutions in the Nordic countries. The Danish Housing and Planning Authority, acting as the Secretariat of the program Nordic Sustainable Construction, wishes to procure services related to establishing of capability regarding reuse of construction materials targeted to the students at vocational educational institutions in the Nordic countries. The Nordic countries in the tendered contract refer to Denmark, Finland, Iceland, Norway and Sweden, and can furthermore, at the Supplier’s discretion, include Greenland, Faeroe Islands and Åland.
The services shall be performed in following sequential phases: Phase 1: Mapping of teaching materials regarding reuse, capabilities, and mapping of relevant legislation in the Nordic countries; Phase 2: Development of supplementary teaching material in cooperation with at least one vocational educational institution; Phase 3: Dissemination of the developed material; and Phase 4: Evaluation and provision of recommendations for follow-up activities.
This procurement is a part of the program Nordic Sustainable Construction, funded by Nordic Innovation. The program is initiated by the Nordic Ministers for Construction and Housing and runs from 2021-2024. Therefore, the tendered contract shall be performed by the end of 2024.

The tenderer must provide at least one relevant reference regarding similar deliveries that has been delivered within the last three years (calculated from the deadline for submission of tenders). The deliveries of the following combined services will be considered as similar to the contracted:
- Provision of services regarding reuse of construction materials, either practical, theoretical, or both;
- Provision of services regarding interpretation of regulation and/or legislation regarding construction and engineering; and
- Provision of services regarding communication, for example preparation of communication and dissemination strategies, campaigns, etc.
Thus, to fulfil the minimum requirement, the tenderer must provide at least one relevant reference, which concerns each of the mentioned services.
If the tender is submitted by a group of entities, e.g. a consortium, or if the tenderer relies on the capacity of other entities, the assessment of the fulfilment of the minimum requirement will be made on the basis of the group’s/the tenderer and the supporting entities’ total ability. Only performed references will be assessed. If the reference concerns an ongoing contract or a framework agreement, the tenderer can only refer to services, which have been performed at the time for submission of the tender.

Pursuant to Consolidated Act no. 593 of 2 June 2016 on the Complaints Board for Public Procurement as amended, the following time limits apply to the filing of requests for a review procedure: Complaints about procurement procedures or decisions falling within Part II of the Danish Public Procurement Act which are not covered by subsection 1 of the Act, must, according to section 7(2) of the Act, be filed with the Danish Complaints Board for Public Procurement within:
(1) 45 calendar days of the contracting authority having published a notice in the Official Journal of the European Union to the effect that the contracting authority has entered into a contract. The time limit is calculated from the date after the date when the notice was published; (2) 30 calendar days, calculated from the date after the date when the contracting authority notified the affected tenderers that a contract based on a framework agreement with reopening of competition or a dynamic purchasing system has been entered into, if the notification contained a statement of the reasons for the decision.
(3) 6 months of the contracting authority having entered into a framework agreement, counted from the date after the date when the contracting authority notified the affected candidates and tenderers, cf.see section 2(2) of the Act, or section 171(4) of the Danish Public Procurement Act.
