This procurement procedure concerns the award of a contract regarding delivery and installation of a 150 MW Electrical Boiler Plant and distribution manifold used for District Heating. Aalborg Forsyning is planning to phase out coal and all other fossil fuel consuming units by the end of year 2028, by implementing a variety of different new heat producing units. A key element for this transition is to install a 150 MW Electrical Boiler Plant as contingency and peak load Heat production including temperature boosting of other heat producing units with a low discharge temperature (e.g., temperature boosting from 75 to 90 °C).

This procurement procedure therefore concerns the award of a Contract regarding delivery and installation of a 150 MW Electrical Boiler Plant and manifold.

The scope of work includes complete engineering, delivery, erection, commissioning, and documentation of a 150 MW Electrical Boiler Plant for production of District Heating water with a maximum discharge temperature of 98 °C.

The contractor’s work shall include all measures and secondary services that are necessary for the full completion of the boiler plant. The boiler plant must be designed as 3 x 50 MW boiler units.

Main components of the scope of work includes:

• 3 pieces complete boiler units including internal and external pipe circuits with pumps, valves, instrumentation etc.

• 2 pieces common District Heating manifolds (return/flow) that connect the boilers to the external District Heating grid and possible luke warm District Heating producers.

• All necessary auxiliary equipment, such as chemical dosing and Nitrogen supply.

• All necessary stairs and platforms for access for service and maintenance.

In the ESPD Part IV.B, the candidate should list the following information regarding economic and financial standing:

Mindstekrav til niveauet:

1) It is a minimum requirement that the candidate has a solvency ratio of at least 18 % in the last finished and audited financial year.

The solvency ratio is calculated as the candidate's equity in the last finished and audited financial year divided by the candidate's total assets in the last finished and audited financial year.

2) It is a minimum requirement that the candidate has an average yearly turnover of at least DKK 25 million in the last 3 finished and audited financial years

The average yearly turnover is calculated as the candidate's total turnover in the last 3 finished and audited financial years divided by 3 years.

Teknisk og faglig kompetence:

In the ESPD Part IV.C or in separate reference sheet the candidate should list the information regarding technical and professional ability as described below

Only references that relate to work on a contract that has been completed within the past 10 (ten) years or has started and is still running at the time of application will be given importance when assessing which candidate has documented the most relevant experience

Each reference should preferably include the following information:

- A description of the delivery, including the role and responsibility of the candidate

- The contract sum (if possible)

- The start and end date of the contract

- The contracting party, including the contracting party's contact information

The description should include a clear indication of which specific part of the reference that is similar to the services as described in section II.1.4 and section II.2.4, including the candidates' participation/role in the performance of the reference.

Note that the description will be used both for assessment of fulfillment of minimum requirements, cf. below, as well as for assessment of the objective criteria for selection of the limited number of applicants, cf. II.2.9). why it is important that the references contain information that shows compliance with the minimum requirements described below, as well as information that can be given positive weight in the selection according to section II.2.9).

The candidate can submit a maximum of 5 references. If the candidate submits more than 5 references, only the first 5 references will be taken into account. This applies regardless of whether the candidate participates solely, as a consortium or relies on the technical and professional ability of other entities.

In this assessment references showing previous experiences with all, or the majority of the elements described 1) - 3) will be weighted more positively than other references. If the candidate only has experiences with part of the elements, demonstrating experience with parameter 1) will be evaluated more positive than references demonstrating experience with parameter 2). References demonstrating experience with parameter 2) will be evaluated more positive than references demonstrating experience with parameter 3):

1. Reference that shows experience with District Heating plants using pipe dimensions ≥ DN 350.

2. Reference that shows experience with energy production plants that includes electrical boiler units ≥ 10 MW.

3 Reference that shows experience with deliveries of energy production plants carried out in countries other than the candidates place of residence

It is not a requirement that (1), (2) and (3) must be met in the same reference, but this will be given positive weight.

The candidate can submit a maximum of 5 references, see section III.1.3).

Only references which have been carried out within the past 10 years calculated from the deadline for submission of applications for prequalification will be considered.

It should be noted that Aalborg Forsyning has thus deviated from the procurement act's starting point that references must be no more than five years old. This is because, in Aalborg Forsyning's opinion, there is a limited market for the requested references, and that it could lead to an inappropriate restriction of competition if the tendering act's starting point is maintained in the current tender.
