Beskrivelse af udbuddet
Banedanmark’s DWDM network will be EOL (End-Of-Life) by the end of 2018. Moreover, the current network, which was built between 2012-2013, is not able to support the current and future needs of Banedanmark’s infrastructure in terms of flexibility, scalability, and manageability. The current network is based on a well-known/well-established technology. And it has served its purpose, but it is too static and requires a considerable amount of manual intervention when implementing and commissioning new services. Banedanmark is planning to replace this network by a more modern and up-to-date DWDM network, allowing Banedanmark to support the overlay network requirements. Moreover, this network is going to make it possible for Banedanmark to reduce OPEX by providing automatized configuration and protection capabilities. The new network must also be capable of adapting to future requirements with regards to capacity and functionality.

— The tenderer must at least document three (3) references for undertaking similar work within the last five (5) years, cf. item II.1.4 and II.2.4 of the notice of procurement by tender. ‘Similar work’ means the provision of similar networks in Europe and is therefore not railway-specific.
As evidence of compliance with the minimum requirements for references, the Tenderer shall provide a list of the most significant deliveries of the specified type in accordance with items II.1.4 and II.2.4, carried out within the last five (5) years before the tender dead-line.
The reference list provided by the Tenderer in the ESPD will constitute the final documentation of the Tenderer's information concerning technical and professional abilities. How-ever, Banedanmark can obtain further evidence of the Tenderer's technical and professional capacity if considered relevant. Banedanmark can also ask the successful Tenderer to con-firm the information, after which it will constitute the final documentation, cf. items 2.5.

In other situations, complaints about a tender must be made, cf. § 7 section 1 of the Act. 2, must be submitted to the Complaints Board for Procurement before:
1) 45 calendar days after the contract authority has published a notice in the Official Journal of the European Union that the contract authority has concluded a contract. The deadline is calculated from the day following the date of publication of the notice.
At the latest while a complaint is lodged with the Complaints Board for Procurement, the complainant must inform the contract authority in writing that a complaint is submitted to the Complaints Board for Procurement and whether the complaint has been lodged during the standstill period, cf. § 6 section 1 of the Act. 4. In cases where the complaint has not been lodged during the standstill period, the complainant must state whether the suspensive effect of the complaint is requested, cf. § 12 section 1 of the Act.
