DSB is tendering for a supplier for a Passenger wi-fi solution for rolling stock to be designed, managed and operated on DSB’s rolling stock (trains).
The business objectives for the DSB Passenger Wi-Fi service on rolling stock are:
a) to provide a free and stable quality Wi-Fi service to DSB’s passengers and personnel travelling on Rolling Stock from time to time covered by the scope;
b) through the establishment and operation of DSB Passenger Wi-Fi facilitating that DSB’s passengers and personnel can rely on being able to work while travelling by using internet carried services, i.e. facilitating the Functional workspace in trains; and

c) to ensure that the DSB Passenger wi-fi (including the wi-fi solution, the services and ancillary performances of Service provider) throughout the term are affordable and cost effective to DSB.
The Contract is an end-to-end delivery of DSB passenger wi-fi, including;
— a design for a free Passenger wi-fi service to DSB's Passengers for DSB’s rolling stock in scope, such wi-fi service to be compatible with and operated by using DSB’s pre-installed external antennas and cables on rolling stock,
— relevant and adequate train-side hardware and software components as well as required back-end functionalities (hardware and software, as applicable) to establish and operate such wi-fi service,
— certain training and assistance in terms of DSB performning the installation into rolling stock,
— the relevant services ensuring the continuous satisfactory operation of the wi-fi service according to KPI’s and other functional requirements, certain monitoring services and maintenance support, and performing certain services administrating DSB’s contracts for data backhaul, ensuring that data backhaul is provided and made available for consumption through the Wi-Fi service in rolling stock.

The Contract can be prolonged 3 times with a duration of each 1 year (12) months +12 months + 12 months).
In addition, DSB can in the event of extraordinary circumstances which prevents DSB from appropriately transitioning, extend the contract for a further period not exceeding 24 months in aggregate.
Beskrivelse af mulighederne:
The tender includes an option, for which the applicant also must state a price as DSB has included an additional type of rolling stock (the OTU rolling stock). Thus, DSB request an optional delivery of equipment for and operation of a Passenger Wi-Fi service in 111 (one hundred and eleven) OTU trainsets. This specific option comprises trainsets which are operating in a joint pool for traffic services in both Denmark and Sweden; The rolling stock types are included as an option as DSB needs the flexibility to postpone the final decision on installing the DSB Passenger wi-fi solution into these rolling stock types. All units are deployed across Swedish and Danish railway operation as business demands requires.

Økonomisk og finansiel stilling:
The applicant is required to show that the applicant is financially robust and thus able to undertake the contract. For this purpose, the applicant must submit a complete version of the European Single Procurement Document (ESPD), including Part IV, section B, which shall contain information considering the turnover and the financial ratios described below. If the applicant submits an application for prequalification relying on other entities' capacity, DSB requires a declaration of support and a separate ESPD from (each of) such entity/entities. DSB has prepared some guidelines in a Prequalification Letter, which can be found together with the Tender material. DSB stresses that the pre-qualification Letter is to be considered as guideline (only) and if there are any discrepancies with this contract notice (and any upcoming amendments to this) the contract notice/amendment applies. Naturally, DSB urges the applicants/entities to raise relevant questions in this respect.

1. It is a minimum requirement that the applicant has a yearly turnover of at least 75 000 000 DKK calculated as an average on the basis of the general turnover for the last 3 approved accounting years.

— The contract includes DSB's Code of Conduct, including that the supplier must ensure that all employees performing services in Denmark under the agreement with DSB are ensured - pursuant to ILO Convention No 94 (1955) — salary (including special payments), working hours and other working conditions, which are not less favorable than those applicable to work of same kind performed under a collective labour agreement entered into by the most representative labour market parties in Denmark within the area in question. DSB will prequalify up to 5 applicants to take part in the procurement proceedings. Only pre-qualified applicants will be able to submit tenders in connection with the procurement.
If there are more than 5 applicants, which meet the minimum requirements in section III.1.2, the selection of the applicants that will be invited to submit tenders will be based on an evaluation of the references provided by the applicants. The applicants with the references evaluated as most relevant will be invited to participate in the tender. This will be the applicants, which have documented the most relevant previous experiences in comparison to the work described in section II.2.4) above in terms of comparability and volume of the previous deliveries. Experience with serving as a prime contractor for an end-to-end solution is preferred to other experiences to supply wi-fi solutions for passengers on rolling stock. Experience with multi-operator data backhaul management is preferred to other experiences with management of data backhaul contracts and related services. Additionally, operating references are evaluated being more relevant than older ones or newly awarded ones. Applicants is referred to the requested information in section III.1.3 (Technical and professional ability) to check which information DSB would like to see incorporated in the reference description.

Please pay close attention to the submission of references as the selection of the prequalified applicants will be based on this information. DSB will not reject an application if one or more information is missing but will include this in the selection. DSB requests a maximum of up to 3 references within each category in the application for prequalification.
