Kort beskrivelse:
Independent economic audits of larger construction projects are becoming more common in Denmark. Bygningsstyrelsen has been encouraged by the results of such audits on some of its projects and has an interest in undertaking a broader assessment of the effects of economic auditing. The purpose of this framework agreement is to allow Bygningsstyrelsen to draw upon the services of an auditor on a case-by-case basis and in cooperation with said auditor to tailor the services provided to the requirements of the particular project. Under these circumstances, it is not possible to estimate the total value of the framework agreement. The services provided will relate to construction projects in Denmark — it is possible (though unlikely) that Bygningsstyrelsen will draw upon the agreement in relation to projects in Greenland or the Faroe Islands.

Beskrivelse af fornyelser:
The framework agreement can be renewed at the behest of Bygningsstyrelsen for periods of up to 12 months to a maximum duration of 48 months in total.

Økonomisk og finansiel stilling:
Applicants must deliver an ESPD in which sections IV, B, 2a and 6 are completed. As regards question 2a, applicants are required to show their annual turnover in relation to services covered by the proposed framework agreement for each of the 3 preceding accounting years. As far as question 6 is concerned, applicants are required to show their equity capital for each of the 3 preceding accounting years. In the event that an applicant has not existed for a period covering 3 accounting years, then the applicant should show the relevant information as regards economic auditing of construction projects for the period in which it has existed.

Mindstekrav til niveauet:
Bygningsstyrelsen is not in a position to estimate the value of this framework agreement but expects to call down services with a value of at least DKR 1 million annually. Applicants must therefore as regards question 2a show an annual turnover of at least DKR 2 million per year as regards economic auditing of construction projects during the relevant period. As regards question 6, applicants must show positive equity capital throughout the relevant period.

Teknisk og faglig kompetence:
Applicants must deliver an ESPD in which section IV, C, 1b is completed. Applicants are requested to provide references within each of the following categories (a) contract cost management, (b) benchmarking against similar projects, (c) cost build up from building element quantities and (d) analysis of project scope, design, functions and cost. References for services provided more than 3 years before the time limit for applications will not be considered. Given that applicants are expected to submit more references than it is possible to include in an ESPD, the applicant should in addition to the ESPD submit all references in a separate document. References should be sufficiently detailed to allow an assessment of relevance and quality, cf. section II.2.9 above.
