Test of GNSS Tolling Systems

Sund & Bælt Holding A/S

Sund & Bælt wish to test a GNSS-based road tolling system's ability to detect the correct driving on the toll roads and to calculate the correct corresponding road toll. Sund & Bælt are therefore planning a test trial with pre-defined routes to be run through several times. The routes are defined so that different challenging scenarios are included and so both the geographical and technical challenges of GNSS positioning are represented.
The Supplier shall in this GNSS tolling test assist Sund & Bælt with the test execution by completing the following:
— Incorporate tariff structure and geographical model based on Sund & Bælt's road toll definition.
— Provide and install Supplier's GNSS/DSRC OBE in all test vehicles.
— Register Sund & Bælt's test runs using Supplier's GNSS/DSRC OBE.
— Communicate the recorded data to Supplier's back-office.
— Calculate road toll for all test runs by one or more segment-based methods.
— Provide road toll declarations for all test runs.
— Provide GNSS raw data from all test runs.
— Assist Sund & Bælt with relevant data extraction.
— Report on test execution (error/cause).
— Participate in a series of dialogue meetings with Sund & Bælt.
— Assist Sund & Bælt with relevant information.
Sund & Bælt are planning to cooperate with 2-3 suppliers to learn whether various solutions within the EETS business model can guarantee the same charge for the same trip.

According to the Danish Law on Enforcement of the Public Procurement rules etc. The following deadlines for lodging appeals apply:
Complaints about not being pre-qualified must be submitted to the Danish Complaints Board within 20 calendar days. The 20 calender days runs from the day following the day on which the Contracting Entity has notified the interested applicants who have been pre-qualified. However, the time limit only begins, if the notification contains a summary of the relevant reasons for the Contracting Entity's decision.

In other situations, the complaint must be submitted to the Complaints Board within:
1. 45 calendar days after the Contracting Entity has published a notice in the Official Journal that the contracting entity has entered into a contract. This period begins on the day following the day on which the notice has been published.
2. 30 calendar days from the day following the day on which the contracting entity informed the tenderers that a contract based on a framework agreement with reopening of competition or a dynamic purchasing system is reached. As above, it is a condition that the notification contains a summary of the relevant reasons for the decision, before the period starts.
