Contract on access to macroeconomic and financial data

Danmarks Nationalbank

Nationalbanken wants to purchase licenses to a software program from which Nationalbanken can access a wide range of macroeconomic and financial data.
The software program shall provide macroeconomic and financial data from national statistical bureaux, international statistical providers and from a wide range of markets.
It shall be possible to download, manage, analyse and share data between licensees in a clear and easy way. Nationalbanken also expects to have the possibility to share data internally in Nationalbanken. The software program shall as a minimum be able to do basic statistical operations. For the time being, Nationalbanken requires approximately 20 licenses to the software program and data.
The data will be used for macroeconomic and financial analyses, and will be used in tables and figures of internal and external publications. Thus, Nationalbanken shall be entitled to use data for publication in graphs, figures and tables and possibly give the reader access to data in the published graphs, figures and tables.
Examples of macroeconomic data are:
— Economic Time Series (GDP, price development, balance of payments, labour market statistics, survey and forecast data, public finances),
— Oil and commodity prices and futures,
— Forecasts data of international organizations etc.,
— PMI indices.
Examples of financial data are:
— Money market interest rates: Secured and unsecured rates and, preferably both traded rates and fixings. By maturity and country/region,
— FX swap points,
— Government bond yields and prices: Benchmark bonds. Broken down by maturities and countries,
— Mortgage Interest: by type (maturity and interest), preferably also from the Association of Danish Mortgage Banks,
— Currency rates,
— Policy rates: Distributed by countries/regions,
— Preferably MFI statistics by country,
— Stock Indices: Country distribution and other relevant distinctions,
— Central banks' balance sheets: For countries/regions. For DK: net position, interventions, etc.

There will be an option on the possibility of adding additional licenses. Also there will be an option regarding the range of data.

Betingelser for deltagelse
Egnethed til at udøve det erhverv:

A solemn declaration stating that the candidate has fulfilled his obligations relating to the payment of direct and indirect taxes and social security contributions in accordance with the legal provisions of the country in which the candidate is established or in Denmark, in accordance with the Danish Consolidation Act No 336 of 13.5.1997 on the restriction of Debtors' Options for Participating in Public Procurement Procedures and on the Amendment of Certain other Acts.

Submission from foreign candidates of a similar declaration/report from their country containing the same information as the Danish solemn declaration is also sufficient. Please be aware that the declaration from the candidate may only contain information about the candidates own country and the request to participate must then be supplemented with a declaration about the candidates public debt in Denmark.

The declaration must not be older than 6 month before the deadline for receiving requests to participate. If the candidate consists of a joint group of suppliers (e.g. a consortium) each member of the consortium must submit the declaration/report.

The candidate may obtain a form at /www.nationalbanken.dk/tenders which may be used in the request to participate.

Økonomisk og finansiel stilling:

A statement of the candidate's overall turnover for the last financial year available, depending on the date on which the entity was set up, as far as information on this turnover is available.

Mindstekrav til niveauet:

The candidate must document an overall turnover of at least 5 000 000 DKK in the last financial year available. If the candidate consists of a joint group of suppliers (e.g. a consortium) each participating party is not required to fulfil the minimum requirement.

Teknisk og faglig kompetence:

A list of up to 5 principal deliveries of similar services delivering macroeconomic data to similar institutions/companies delivered in the past 3 years, preferable indicating the dates and recipients involved (references).

Mindstekrav til niveauet:

The principal deliveries (references) must comprise at least 1 reference on the delivery of macroeconomic and financial data as described in section II.1.5) within the past 3 years.

If the candidate consists of a joint group of suppliers (e.g. a consortium) each participating party is not required to fulfil the minimum requirement as regards the references.

No specific legal form is required. If the contract is awarded to a joint group of suppliers (e.g. a consortium), each entity shall assume joint and several liability and a joint proxy shall be appointed.
