The works are divided in to two (2) lots:
Lot 1:E3002 Rail Bridges Lolland – Falster and E3004 Bridges Næstved – Vordingborg (E3002 concerns design and build works related to 19 Rail Bridges and E3004 concerning design and build works related to 11 Road/Pedestrian Bridges and 11 Rail Bridges)
Lot 2: E3003 Bridges Ringsted – Næstved (E3003 concerns design and build works related to 9 Road/Pedestrian Bridges and 6 Rail Bridges)
Further information about the lots are described in Annex B.
Applicants must apply for pre-qualification for both lots. However, it will be possible for a Supplier in his tender to ensure, that he only wins one lot if he wishes, in case he wins both Lot 1 and Lot 2.
This evaluation proces will be elaborated in the tender material. It is the intention of Banedanmark to prequalify up till 6 applicants.
When evaluation of the best and final offers from the tenderers is performed, Banedanmark will evaluate the lots separately. It will be possible for the Suppliers to offer a discount if both lots are won by the same Supplier. This process will be elaborated in the tender material.

The working language shall be Danish or English after Banedanmarks decision and communication with authorities shall be carried out in Danish. Also it is required that works related to railway security shall be carried out by Danish speaking employees. 5) The applicant is asked to submit the application in 1 paper format and 1 digital format (e.g. CD / DVD or USB). 6) The applicant may only submit one request for this tender. 7) Banedanmark intends to have an information meeting for potentiel applicants on 28.4.2014 (10:00-12:00 am) at Banedanmark, Amerika Plads 15, DK-2100 København Ø, Denmark. The contract covers design and build of works related to a total of nineteen (19) rail bridges. The work comprises design and build of one (1) new rail bridge, demolition of one (1) existing rail bridge, widening of ten (10) existing rail bridges, replacement of waterproofing on thirteen (13) existing rail bridges, heightening and lengthening of edge beams on thirteen (13) existing rail bridges, replacement of edge beams on one (1) existing rail bridge and establishment of safety areas on six (6) existing rail bridges.

Also included is earth works and works related to lowering of two (2) crossing roads.

E3004

The contract covers design and build of works related to a total of twenty two (22) bridges including eleven (11) road/ pedestrian bridges and eleven (11) rail bridges. The work comprises design and build of nine (9) new road bridges including one option, two (2) new pedestrian bridges, three (3) new rail bridges, demolition of twelve (12) existing bridges, replacement of waterproofing on five (5) existing rail bridges, heightening and lengthening of edge beams on seven (7) existing rail bridges, replacement of edge beams on one (1) existing rail bridge and concrete repairs on one (1) existing rail bridge.

Also included is earth works and works at crossing roads.

Option included in the lot:

Design and build of one (1) road bridge.

The applicant shall submit a short description of the firm and organisation of the applicant.

If the applicant is a group of suppliers (e.g. a consortium or joint venture) each member shall submit the information and documents requested.

Økonomisk og finansiel stilling:

Applicants, and if the applicant is a group of suppliers (e.g. a consortium or joint venture) the applying group, shall document that the applicant at the time of applying for pre-qualification, is able to present a contractor performance guarantee (ref ABT93 § 6) of 50 000 000 DKK. Documentation must be given in form of a declaration from a bank or guarantor. It is accepted that the declaration is dated between the date of publication of this Notice and the time limit for receipt of requests to participate (ref. section IV.3.4). Applicants are encouraged to use the standard form regarding ‘Contractor Performance Guarantee’, which can be downloaded at www.banedanmark.dk, thereby

ensuring that the declaration fulfils all demands.

Alternately applicants must ensure, that the presented declaration contains the same information as the standard form. A statement about the guarantor's general possibility to issue guarantees on behalf of the applicant is not sufficient and a declaration without a statement from the issuing bank or guarantor regarding the applicant's economical status is also not sufficient.

Furthermore a declaration which does not contain the amount of the guarantee is not sufficient.

Teknisk og faglig kompetence:

The applicant shall document from 3 to maximum 5 references within similar and most relevant experiences, (refer section II.1.5 and Annex B) within the past 5 years (within this period both contracts won but not commenced, completed contracts and contracts in progress are of interest but the applicant is asked to specify for each single reference the situation to which reference is made). If the applicant has fulfilled similar activities as part of a consortium, or the applicant has acted as sub-supplier on similar contracts, the exact contribution by the applicant must be highlighted.

The documentation shall include information of contract price, time of performing, name of the customer and if possible a contact person at the customer.

If the applicant is a group of suppliers (e.g. a consortium or joint venture) each member shall submit the information and documents requested and submit relevant information showing the capacity as a group.

If the applicant relies on the capacities of the other legal entities (e.g. a parent company), the applicant must provide that the applicant has at his disposal the resources necessary, for instance by providing documentation that the applicant can rely on the capacities of the other legal entities in this respect.

Usage of 3D modeling is a requirement at the Ringsted – Fehmarn Project. The client supplies deliveries in 3D and expects ‘as build’ documentations as 3D models from the contractor. Further details about file formats, principals for detailing and usage of software are to be discussed and agreed by contract negotiations, while the general requirements concerning 3D modeling is included in the tender documents. During the process, and at agreed intervals, these models should be delivered to the client for control.

Requirements for 3D models are primarily related to generating a well-defined geometry, which must be delivered in agreed CAD formats, based on function and properties of the structure. The application must contain a description of the applicant's design tools and workflows and the approach to 3D modeling of the structures. It is an advantage to include examples from previous projects.

Andre særlige vilkår:

The terms and conditions of the contract is based on the Danish standard agreement, ABT93, stipulating the general terms of a design and build contract within the building and construction works with the deviations and changes resulting from the Banedanmark special terms and amendments thereto.

To get access to the track it is required that the employee has passed the course ‘Watch out in track’ regarding railway security.

Precise information on deadline (s): According to Law No. 492 of 12.5.2010 on the enforcement of procurement rules, etc. The following time limits are applicable in relation to the implementation of the contract.

Complaints about not being pre-qualified shall be submitted to The Complaints Board for Public Procurement within 20 calendar days from the day following the day on which the contracting entity has sent a notification to the applicants about who have been pre-qualified, if the notification contains a short summary of the relevant sites being late, cf § 7, para. 1.
