Level Crossings for Vestbanen

Banedanmark

The work comprises the detailed design, national safety approval, supply & installation, testing, commissioning and documentation of up to 25 level crossings (with barriers & signals both rail-side and road-side conforming to danish rules) for the line between Varde and Nørre Nebel (Vestbanen) and 6 level crossings for lined in northern Zealand based on proven technology with expected life time of minimum 25 years. The existing equipment at the level crossings shall be removed and decommissioned. Education (including supply of relevant educational materials and documents) for maintenance staff must also be conducted and supervised.
Level crossings placed inside or near the station limits must be able to communicate with the interlocking system at the station. This communication must be fail safe (SIL3) under DS/EN-61508-1:2010. Each level crossing must be able to send and receive messages to and from the centralized train control system on a common serial line. Detailed specifications will be enclosed in the tender documents. In addition, Banedanmark expects the supplier is able to deliver 3-level support.
National safety approval of the level crossing system is the responsibility of the supplier. However, Banedanmark will assist in this process.
Background.
The infrastructure is owned by Vestbanen A/S, which is owned by Sydtrafik A/S and Varde Kommune. The level crossings are owned by Banedanmark. The existing level crossings are based on old, mechanical relays and are near og beyond life time.

1) Banedanmark intends to invite a maximum of 5 applicants. Reduction of the number of applicants who meet the minimumrequirements (if more than 5 applicants meet the minimum requirements) will take place on the basis of (I) the applicants who have documented the most relevant references for similar supplies (cf. sec. III.2.3, D) and (II) financial capacity (cf. sec. III.2.2, B). 2) Banedanmark points out that the tender conditions are written in English and the technical specifications is only written in Danish, the working language will be Danish or English and the required documentation etc. shall be written in Danish. The contract is written in Danish and it is required that works related to railway safety and security shall be carried out by Danish speaking employees; 3) Banedanmark expects to send the invitation to tender along with the tender documents at week 14, 2014. Time-limit for receipt of tenders is expected to be in week 22, 2014. Further reference is made to the tender documents; 4) Re. section III.2.1, III.2.2 and III.2.3: Pre-printed material, e.g. annual reports, may also be submitted in German, Swedish and Norwegian. 5) The applicant is asked to submit the application in 1 paper format and 1 digital format (e.g. CD / DVD or USB).

The applicant must submit the information/documents stated in below in section III.2.1 – III.2.3, letter A – E.
An applicant may be excluded from participation in a contract where one or more of the cases in Article 45, paragraph 2, letter (a), (b), (e) and (f) of Directive 2004/18/EC are applicable:
(a) If the applicant is bankrupt or is being wound up, where his affairs are being administered by the court, where he has entered into an arrangement with creditors, where he has suspended business activities or is in any analogous situation arising from a similar procedure under national laws and regulations;

C. The applicant shall submit a short description of the firm and organisation for that part of the firm relevant to this contract.
D. The applicant shall document references within similar contracts, design and build (refer section II.1.5 and II.2.1) within the past 3 years (within this period both contracts won but not commenced, completed contracts and contracts in progress are of interest but the applicant is asked to specify for each single reference the situation to which reference is made). If the applicant has fulfilled similar activities as part of a consortium, or the applicant has acted as sub-supplier on similar contracts, the exact contribution by the applicant must be highlighted. The documentation shall include information of contract price, time of performing, name of the customer and if possible a contact person at the customer.
