Fibre installation - early deployment east

Banedanmark

Banedanmark (BDK), the Danish Railway Manager, is running the Signalling Programme (SP) aiming at renewing the entire signalling and telecommunication systems nationwide. As an early stage and to serve as a proof-of-concept the SP shall implement the Early Deployment Line (EDL) of about 60 km between Roskilde and Næstved. The EDL consists on a fully functional signalling and telecommunication portion of the entire system. This tender includes the building of the passive Fixed Transmission Network (FTN) in the EDL. Thus, the supplier is expected to provide a complete solution in terms of:
— Project design and planning;
— Construction of cable ducts, wells, undershootings, etc;
— Installation of tube, optical fibers, ODF, cabinets, tube dividers, etc;
— Execute of fiber splicing, fiber terminations, tune continuity, etc;
— Execute testing of the installed components, including, tubes, wells, ODFs, fibers, etc;
— Run the entire life-cycle of the project execution from tender assignment to transfer of a full operational passive FTN, including planning and documentation.
The execution of the work is expected to be performed in close proximity of the railway. However, it is expected that the main parts of the work can be performed without track possessions (i.e. closing of the tracks), if the supplier uses machines that can operate in terrain that can access difficult terrain (e.g. slopes).
The entire project is expected to be run according to the project specific details and BDK's internal guidelines on FTN to be provided during the tender phase.

Banedanmark points out that the programme language is English, however, some documents prepared by the Supplier may need to be written in Danish (e.g. to some of the external stakeholders and authorities). Further the Supplier may receive existing material/documents as well as future material/documents from Banedanmark or external parties in Danish. 6. In order to be taken into consideration during the pre-qualification the applicant must meet the following minimum requirement: Re section III.2.2): The applicant's turnover must be at least DKK 50 000 000 (calculated as an average of the last 3 financial years available). If the turnover is stated in another currency than DKK, Banedanmark translates the amount stated to DKK in accordance with the current quotation on www.nationalbanken.dk at the time-limit for requests for pre-qualification. 7. Betingelser for deltagelse
Egnethed til at udøve det erhverv:

A) The applicant shall submit a short description of the firm/company and the organisation of the applicant (including a description of the ownership structure).

B) If more than one economic operator submit a request for pre-qualification (e.g. a consortium) each participating party of the consortium must submit a short description of the company (including a description of the ownership structure).

Økonomisk og finansiel stilling:

C) A statement of the applicant's overall turnover for the last 3 financial years available, depending on the date on which the applicant's undertaking was set up or the applicant started trading. By "the last 3 financial years" is meant either calendar years (01.01.-31.12.) or seasons (e.g. 01.07.-30.06.).

D) If more than one economic operator submit an application for pre-qualification (e.g. a consortium) all the participating parties of the consortium must submit their own documentation and information, cf. C). However, the individual participating party need not each fulfil the minimum requirement in VI.3), no. 6.

E) If the applicant relies on the economic/financial capacity of other legal entities (e.g. a partner, a parent company or one or more affiliated companies), the applicant must in the application prove that the applicant has at his disposal the resources necessary, for instance by providing documentation that the applicant can rely on the capacity of the other legal entities in this respect. If the applicant relies on the economic/financial capacity of other legal entities (e.g. a partner, a parent company or one or more affiliated companies), these other legal entities will be required to undertake joint and several liability together with the applicant when the contract is signed (but not for the pre-qualification).

Teknisk og faglig kompetence:

F) A list of the works carried out over the past 3 years (preferably no more than 5 references). Each reference should, but is not required to, include a short description of the reference and a contact name and should have relevance showing the capabilities to perform this task.

Banedanmark will in the selection of the relevant applicants put emphasis on the following experience demonstrated in the references:

F1) working in difficult access terrain, e.g. working on slopes;

F2) fibre blowing;

F3) undershootings;

F4) project design for cable trenches and underground cable installations;

F5) laying cables on bridges;

F6) relevant railway experience.

Oplysninger om frister for klageprocedurer:

The complainant must notify the contracting authority regarding the complaint to the Complaints Board (Klagenævnet for Udbud) and whether or not the complaint is lodged during the stand still period no later than at the time when the complaint is lodged with the Complaints Board.
