The Fehmarnbelt Fixed Link Project (‘Project') is the final stage in the realisation of a straight traffic corridor between Scandinavia and continental Europe. This is intended to be an immersed tunnel containing two dual carriageways and a twin-track railway (‘Tunnel'). It will traverse the 18km distance across the Fehmarnbelt between Rødby on the island of Lolland in Denmark and Puttgarden on the island of Fehmarn in northern Germany.
Femern A/S requires Mechanical, Electrical, Instrumentation, Control and Automation systems for the Tunnel (‘Tunnel MEICA Systems') that delivers a high level of reliability, availability, maintainability and safety. The objective of the Tunnel MEICA Systems is to enable Femern A/S to efficiently manage the operation, maintenance, safety and security of the Tunnel through an integrated set of electrical and mechanical systems.
The Tunnel MEICA Systems will be procured under the Tunnel Electrical and Mechanical ('TEM') Contract. The TEM contractor will be required to design, install and complete all parts of the Tunnel MEICA Systems and to provide reliability-centred maintenance for the Tunnel MEICA Systems for a period envisaged to be 3 years (coinciding with the defects notification period in the TEM Contract). The works required include (without limitation):
(1) Management: The TEM Contract is complex and requires the contractor to manage the design, planning, procurement, programming, installation and handover of a large number of component systems covering different disciplines and supply chains in order to carry out the electrical and mechanical works and the centralised control system as described below. The TEM contractor will be required to develop and operate management processes and systems that align activities across different disciplines and supply chains whilst actively identifying risks and non-compliance and developing and implementing management and rectification strategies.
The TEM contractor will be required to coordinate interfaces effectively with other Project contractors in relation to design and execution. The Tunnel will be constructed from pre-cast concrete elements which will be laid in sequence from the portals at Rødbyhavn and Puttgarden into a trench excavated into the sea-bed. The Tunnel will be formed of identical “standard elements”, which are approximately 200m long, and 10 identical “special elements” located at approximately 1.8km intervals. The special elements will provide plant rooms below road and rail level. The MEICA Systems illustrative design is based on the principle of 10 repeating 1.8km installation lengths (each covering the Tunnel 900m either side of a special element). It is critical that the TEM contractor, the Tunnel Portals and Ramps contractor and the Tunnel North and South contractors integrate and coordinate designs, in particular, since element structures cannot be changed after manufacture. The immersed tunnel approach allows the TEM contractor to install, test and commission the services incrementally (in 1.8km lengths centred on a special element) from the portals prior to the full completion of the Tunnel. This will enable the TEM contractor to allocate its workload over a longer period, facilitate early testing and to significantly reduce the risk associated with final commissioning. However, this requires the TEM contractor to coordinate closely with other Project contractors and to work alongside other Project contractors on site.
(2) Electrical: The TEM contractor will be required to design, procure and install all electrical and mechanical equipment, integrate this equipment to the centralised control system and ensure compatibility between different pieces of equipment. Works include (without limitation): LV and MV electricity distribution, cabling, cable support and containment, connections to the sub-station, uninterrupted power supply, road tunnel lighting, rail tunnel lighting, gallery, portal building and special element lighting. Additionally, the TEM contractor may be required to administer contracts procured by Femern A/S for aesthetic lighting and toll systems.
(3) Mechanical: The TEM contractor will be required to design, procure and install all electrical and mechanical equipment, integrate this equipment to the centralised control system and ensure compatibility between different pieces of equipment. Works include (without limitation): tunnel ventilation, drainage, HVAC, emergency escape doors, fixed fire- fighting systems, pumped drainage system, gallery fit-out, elevators, hoists, hatches, access gallery flooring and access platforms, lifting equipment, access doors.
(4) Centralised Control System: The TEM contractor will be required to design and install a centralised system to manage the operation of the Tunnel. Femern A/S has identified the following component parts (without limitation):
— Monitoring Systems including CCTV, automated incident detection, air quality monitoring, fire detection, weather stations and access control;
— Central Control Systems including SCADA, road traffic management system, data network and link control centres; and
— Communications Systems including a public address system, distributed antennae systems for TETRA, GSM-R, GSM, FM and DAB transmissions, FM/DAB break-in functions and emergency stations.
(5) Maintenance Services: The TEM contractor will be required to provide reliability-centred maintenance for the MEICA Systems from the date of hand-over for a period envisaged to be 3 years (coinciding with the defects notification period in the contract).
(6) Ancillary Works: Any ancillary works, supplies and/or services.

Femern A/S requires design, procurement and building/installation of a mechanical, electrical, instrumentation, control and automation system for the tunnel that delivers a high level of reliability, availability, maintainability and safety. The objective of the tunnel MEICA System is to enable Femern A/S to efficiently manage the operation, maintenance, safety and security of the tunnel through an integrated set of electrical and mechanical systems.
Femern A/S has an ongoing procurement process for the tunnel electrical and mechanical contract. However, this procurement process has been awaiting the process regarding obtaining the final German plan approval. Femern A/S has carried out a market consultation (see 2019/S 176-427531). Following this Femern A/S has now concluded that continuing with the paused procurement is no longer viable. Femern A/S wishes to pursue the best overall value for the project and has determined this is best achieved by making a new call for competition. Femern A/S has accordingly decided to terminate the procurement process in order to make a new call for competition. Such a new call for competition will e.g. allow Femern A/S to make needed changes in the tender material without consideration to the original tender material (e.g. award criteria, etc.). Femern A/S expects to start a new procurement process during 2020.

Complaints regarding decisions related to the tender must be submitted to the Danish Complaints Board for Public Procurement within 45 calendar days after the contracting authority has published a notice in the Official Journal of the European Union that the contracting authority has entered into a contract.
