Delivery of Electronic Chart System (ECS) and approximately 22 Marine approved Panel PC

Danish Defence Acquisition and Logistics Organization (DALO)

Danish Defence Acquisition and Logistics Organization (DALO) establishment of a framework contract for acquisition of approximately 70 ECS licenses for The Danish Home Guard vessels — 2 licenses per vessel and approximately 10 licenses for the simulator facility. In addition to the acquisition of the Electronic Chard System (ECS) system licenses the procurement is estimated to include approximately 22 units of a marine approved panel pc.
The 70 ECS system licenses to be purchased must be installed on the following hardware platforms:
— 22 licenses on the above mentioned marine approved panel pc's (19 inch screen, i7 CPU)
— 38 licenses on the Defense standard marine approved desktop pc's (ISIC A/S, part number PCM4 H77 with i7 CPU)
— 10 licenses on the desktop pc's at the simulator facility
The delivery is expected to include the following:
— 70 ECS system licenses
— Approximately 22 marine approved panel pc's
— Training of approximately 20 instructors in the ECS system
— Manuals and documentation in general.
The supplier must be able to implement the first ECS system on a Naval Home Guard Vessel (900-kl) in the first quarter of 2015, and to implement a second ECS system on a Home Guard Wessel (800-kl) in the second quarter of 2015. The installation on the last vessel is expected to be completed no later than the end of second quarter of 2015. Installation of the ECS system on the simulator is expected to take place with in the first 6 months 2015.
It shall be possible to choose Danish as the language set up of the ECS system. It is a requirement that all menu's are available in the Danish language.
DALO will provide and install the charts for ECS systems. The type of the chart must be ENC chart type S63.
The applicants will be asked to free of charge to provide their system available for demonstration and testing (user testing) on the marine approved panel pc (mentioned above) during the final evaluation of the received offers. The user tests of the selected ECS systems are proposed to be performed in parallel and with great assistance from the applicants. The tests are expected to be completed within a test period of 1 to 2 days. The tests are to be made on simulated navigation data provided by the applicant.
