The Railway Electrification Programme - multi-disciplinary consultancy service contract
Banedanmark is commencing an expansion of the catenary system for electrical trains. The current plan provides for the installation of a catenary system in approximately 550 km of railway in four separate sections of railway (Copenhagen - Ringsted, Ringsted - Holeby, Lunderskov – Esbjerg and Køge Nord – Næstved), with the option of adding the installation of a catenary system in an additional approximate 600 km of railway in three other sections (Roskilde – Holbæk – Kalundborg, Fredericia – Aarhus and Aarhus – Aalborg), cf. section II.2.2.
The Railway Electrification Programme includes 1) installation of a catenary system (including masts, foundations and geotechnical surveys), 2) installation of the necessary infrastructure to secure the power supply from the power grid, 3) the alteration, removal and rebuilding of overpasses that do not provide sufficient overhead space for the catenary system, 4) where necessary, electrical shielding of technical installations and 5) other alterations to the surroundings of the railway (e.g. removal of trees).
This contract covers multi-disciplinary consultancy services in the period from 2013 to the closing of the Railway Electrification Programme around 2021 (or, pending the exercise of the optional sections, around 2024). The contract includes all consultancy services necessary to carry out the total installation, such as a) preparation of tender documents for the coming Design-Build-Maintain contracts regarding the above mentioned Nos. 1, 2 and 5 (Banedanmark plans to carry out the tenders on the basis of functional requirements), b) assistance in carrying out the tenders and c) assistance, including supplier supervision, during the Design and Build phases.
A part of the Consultant's work will regard assisting Banedanmark with interface handling (both internal and external interfaces between the different projects, e.g. the København – Ringsted project, the Signalling Programme and the Fehmarnbelt Project), stakeholder management and authority management (e.g. regarding safety approval). The Consultant will be responsible for specifying the actual content of the consultancy service in cooperation with Banedanmark as the Railway Electrification Programme moves forward. In relation to this it should be noted that, due to the schedule of the programme and the grouping of a number of projects into one programme, a small part of the required consultancy work related to the Railway Electrification Programme is already being, has been, or will be undertaken by consultants appointed in the previously tendered programmes and projects. The above is only a very general description which will be elaborated on in the tender documents.
