Coastal nourishment and maintenance dredging

Kystdirektoratet

The total work related to this procurement will be awarded to one sole Tenderer in order that only one Contractor becomes contracting party. However, for practical reasons the assignment will be split in two or more sub-contracts.
The work comprises of both coastal nourishment at the West Coast of Jutland and maintenance dredging in pre defined port and harbour basins, entrances and navigation channels primarily along the West Coast of Jutland and in Limfjorden.
The Contract will be entered for a 5 year period with possibility of prolongation of the Contract for one further year.
The coastal nourishment will comprise of nourishment of beaches as well as coastal areas. Nourishment of beaches is carried out by pumping and distributing sand evenly over the beach zone, whereas for nourishment of the coastal areas the sand is dumped near the shore, within a 6 m depth contour. Choice of method is optional – split hopper, rainbowing, pumping through pipe and/or other appropriate method may be used. The areas to be nourished and methods to be applied will be described in greater detail in the tender documents.
The sand for coastal nourishment will be extracted from selected extraction zones in the North Sea at a water depth of approx. 25-30 m and 15-20 km from the coast. A portion of the sand for nourishment will be extracted from the Thyborøn Channel at shallow water depth up to approx. 5 m.
Only TSHD (or trailing suction hopper dredger) is allowed for the extraction. The max. size of the vessels used is 21 000 m3 – reference is made to the customer's license for sand extraction in the extraction zones.
Coastal nourishment of the various sections at the West Coast of Jutland between Nymindegab and Agger is estimated to require approx. 1,7 Million m3 of sand yearly.
Maintenance dredging will include large and small navigation channels (e.g. Grådyb and Sælhundeholmløb) and large and small harbour and port basins such as the Port of Esbjerg and Thorsminde harbour. The locations are described in greater detail in the tender documents.
In addition to suction dredging, dredging may also be carried out by grab dredger or backhoe.
The estimated volume of sand and harbour sediment per year for all the dredging tasks will be approximately 2 Million m3 (average for the past 10 years). However, this can vary a lot from year to year depending on the weather and current conditions.
Part of the dredging tasks in the tender material is presently undertaken by the KOE (The dredging unit under the Kystdirektoratet). Today KOE has 9 employees but the number can change. The Company Transfer Law (no. 710 of 20.8.2002) is applicable to this procurement and therefore the winning Tenderer is obliged to take over these employees according to the provisions of this law.
At the time of signing the contract the winning Tenderer will be able to purchase KOE's two present ships S/P Toste (IMO number 9042087) and S/P Tønne (IMO number 8813013). The price will equal the value indicated in the Employer's bookkeeping at the date of the deadline for handing in the tender.
