WAsP is a PC program for predicting wind climates, wind resources and power productions from wind turbines and wind farms. The predictions are based on wind data measured at stations in the same region. The program includes a complex terrain flow model, a roughness change model and a model for sheltering obstacles. WAsP has become the wind power industry-standard PC- software for wind resource assessment and siting of wind turbines and wind farms.There are currently more than 4000 users in over 110 countries and territories, who use WAsP for all steps from analysis of wind and terrain effects to estimation of wind farm production. In addition to WAsP, the WAsP product suite also comprises WAsP Engineering as well as several tools and utilities. WAsP Product Suite is developed and distributed by DTU Wind Energy, a department of DTU, Denmark. DTU has not the required in-house resources to perform the program - and develop work required for the further development of the WAsP Product Suite.

Solemn declaration concerning the special affairs, etc., of the company and reasons for exclusion according to Directive 2004/18 of the European Parliament and of the Council of 31 March 2004 article 45, 1 and 2.
Consolidation Act no. 336 of 13 May 1997 on limitation of debtors' participation in public works contracts, etc., stipulates that, in connection with the purchase of goods and services, the public contracting entity must demand that any Tenderer makes a solemn declaration stating whether the Tenderer has any outstanding debt payable to any public authorities in the form of taxes, duties and social security contributions under Danish law or the laws of the country in which the Tenderer has its registered office.

Økonomisk og finansiel stilling:
Statement of turnover, solvency ratio and profit ratio for the three most recent and available accounting years.
Mindstekrav til niveauet:
a) Turnover: Average turnover for the last three years must be at least 2 000 000 DKK
b) Solvency Ratio: Average solvency ratio over the last three years must been, at least, 10%
c) Average Profit ratio over the last three years must be positive.
Teknisk og faglig kompetence:
As documentation of the Candidate's technical and professional hability, the Candidate must provide the following information:
a) a list of the most important and comparable works completed by the Candidate during the three most recent calendar years stating the time as well as name and telephone number of the recipient. Comparable works are defined for this Tender as the design, programming, implementation and development of software for wind resource calculations and siting, and the setup of databases concerning modelling of wind resources;

If more tenderers wish to make a tender offer as a Consortium, a common secretariat must be appointed which, on behalf of the Consortium, will be in charge of all contact with the Contracting Entity, which includes being in charge of all work in connection with the making of tender offers.

The Consortium is not required to be a specific legal form, see Article 3(2) of the Public Procurement Directive. However the participants of the Consortium must be joint liable in case the contract is awarded to the Consortium.

An exclusivity agreement clause will be part of the framework agreement.
Candidates should be aware of the fact that DTU will require that the winning tenderer commits to not providing similar services as the ones covered by this contract to competitor companies during the whole contract period.

Objektive kriterier for udvælgelse:
If the number of suitable Candidates exceed 5, DTU will limit the number of Candidates that will be invited to submit a Tender to 5. If more than 5 candidates have documented experience within any of the following topics:
1. Design, programming, implementation and development of software for wind resource calculations;
2. Program interfaces, specifically for wind resources and siting;
3. Setup of databases concerning modeling of wind resources, DTU will only invite to Tender those Candidates that have documented experience with long term projects that include all three types of tasks. If there are still more than 5 Candidates after the selection based on the previous criteria, DTU will only invite to Tender those Candidates that have documented experience with the following; Basic wind energy meteorology, basic wind energy aerodynamics, wind resource assessment basics, wind data processing.
