Passenger counting service

Trafikselskabet Movia

Movia, which is the largest public bus company in Denmark, wishes to procure the provision of passenger counting data from select busses (currently app. 150 out of a total of 1 500 buses) operating for Movia on Zealand, Denmark. The procurement is based on a model where the passenger data is collected automatically and provided to Movia as a service by the supplier. This model entails that the supplier:
(1) Retains ownership of all the necessary hardware and software, including equipment installed in the busses and garages and,
(2) Shall be responsible for installation, operation and maintenance of the equipment and the collection and processing of the data from the busses.

Betingelser for deltagelse
Egnethed til at udøve det erhverv:
(1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.

(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.

(3) All candidates will be required to produce a certificate or declaration demonstrating that they have not been convicted of a criminal offence relating to the conduct of their business or profession.
(4) All candidates will be required to produce a certificate or declaration demonstrating that they have not committed an act of grave misconduct in the course of their business or profession.
(5) All candidates must comply with the requirements of the State in which they are established, regarding registration on the professional or trade register.
(6) Any candidate found to be guilty of serious misrepresentation in providing any information required, may be declared ineligible and not selected to continue with this procurement process.
(7) All candidates will be required to produce a certificate or declaration demonstrating that they have fulfilled obligations relating to the payment of social security contributions under the law of Denmark or of the relevant State in which the candidate is established

Økonomisk og finansiel stilling:
(a) balance-sheets or extracts from the balance-sheets, where publication of the balance-sheet is required under the law of the country in which the economic operator is established;
(b) a statement of the undertaking's overall turnover and, where appropriate, of turnover in the area covered by the contract for a maximum of the last three financial years available, depending on the date on which the undertaking was set up or the economic operator started trading, as far as the information on these turnovers is available.

An economic operator complaint about not being prequalified shall be submitted to the Klagenævnet for Udbud within 30 calendar days from the day following the day on which the contracting entity has sent a notification to interested applicants about which applicants have been prequalified, if the notification has given a brief explanation of the relevant reasons for the decision.
