We would like to bring to your intention that the selected participants shall, as a portion of the tendering process, participate in a Site Survey at the AAL VOR Site, Aalborg, Denmark, on Thursday, 30.6.2011. Details will be provided in the tender material.
Naviair intends to procure hardware, software and services for implementation of 2 new conventional VOR (C-VOR) systems. One system will replace the aging enroute VOR near the province ATS unit in Aalborg, while the other system will be procured in a transportable version to act as a standby capacity. Naviair expects to enter into one contract with one main contractor.
The systems will be delivered to Naviair and installed in Aalborg.
The contractor will conduct and supervise the installation and setting up of the systems in corporation with Naviair appointed staff in accordance with the provisions in documented requirements.

Naviair is responsible for the provision of air navigation services in Denmark. Included in the air navigation services, are area control service in Copenhagen FIR as well as approach and tower control service at the Copenhagen Airports of Kastrup and Roskilde, and at the airports of Billund, Aalborg, Aarhus and Bornholm. Flight information service (FIS) is provided in Copenhagen FIR to VFR flights and helicopter flights in the airspace of the North Sea, within Kangerlussuaq FIR (Greenland) up to FL 195 and within Vagar TIZ (Faroe Islands). Additionally Naviair co-ordinates the "search and rescue service" in Greenland. CNS/ATM systems – comprising advanced data links, radar stations, navigational aids (radio beacons, etc.), data and voice communication systems are owned and maintained by Naviair. Moreover, Naviair offers technical service and maintenance to third party customers. Naviair employs some 680 persons at 8 sites in Denmark, Greenland, and the Faeroe Islands. The central administration of Naviair is located in Kastrup, Denmark.

Beskrivelse af mulighederne:

The tenderer shall propose.

— a standard service agreement,

— up to 1 additional VOR Systems,

— a set of spare parts (replaceable units and essential modules and consumable).

All candidates will be required to provide the following information/documentation when applying for pre-qualification:

1) company name;

2) information on the corporate form;

3) year founded and length of trading experience;

4) main address for correspondence including e-mail address(s);

5) contact(s) name / title;

6) phone no(s);

7) declaration of compliance with the EU Council Directive 2004/18/EC, article 45.

Økonomisk og finansiel stilling:

All candidates will be required to provide the following documentation when applying for pre-qualification:

1) a statement of the candidate's overall turnover and of turnover in the area covered by the contract for a maximum of the last 3 financial years available, depending on the date on which the undertaking was set up or the economic operator started trading, as far as the information on these turnovers is available;

2) documentation of the candidate’s equity and the equity ratio for the 3 previous financial years. The equity ratio shall be calculated as (equity / total assets)x100;

3) a certificate or declaration demonstrating that they have fulfilled obligations relating to the payment of taxes under the law or of the relevant State in which the candidate is established.

Mindstekrav til niveauet:

A candidate is automatically excluded if:

— he fails to demonstrate that he has fulfilled obligations relating to the payment of taxes under the law or of the relevant State in which the candidate is established,

— he shows negative equity for any of the 3 previous financial years.

Teknisk og faglig kompetence:

All candidates will be required to provide the following information/documentation when applying for pre-qualification:

1) a list of the similar principal deliveries (VOR Systems) for ATC-purposes effected in the past 5 years, with the sums, dates and recipients,

2) a description of the technical facilities and measures used by the candidate for ensuring quality, including all relevant certifications

Mindstekrav til niveauet:

1) He fails to provide evidence for organized company structure and systematic work processes, as demonstrated by, for example:

i. Certification by recognized standards such as ISO 9001.

2) He fails to demonstrate that he has delivered similar deliveries (VOR Systems) for ATC purposes within the past 5 years.

Kontraktens udførelse
Krav om deponering og sikkerhedsstillelse:

Naviair will demand guarantees before any prepayment is made. Accordingly, any payment made before date of possession of the systems is conditional upon the Contractor‘s prior provision of on-demand guarantees by a guarantor, from first class bank, approved by the buyer. On the date of possession all guarantees will be released.

Objektive kriterier for udvælgelse:

Naviair will invite 5 candidates - as a maximum to tender. Evaluation will depend upon submissions to this pre-qualification according to the information in section III.2.1 Personal situation of economical operators, III.2.2 on economic and financial capacity and the information in section III.2.3 of technical capacity. If a candidate fails to deliver the information/documentation specified the candidate is excluded from the tender. The limitation of the remaining candidates are ordered according to the following criteria regarding reference installations:

— reference deliveries of VOR Systems in the past 5 years, for ATC purposes. Higher scoring is achieved by:

—— higher number of current installations in operation,

—— higher number of systems,

—— higher number of deliveries.
