Real-time traffic information and infotainment system for public transport

The contract is the first step of a regional system for real-time traffic information and infotainment for public transport. The contract includes the central system and a pilot of 23 buses.
The contract will include design, production, delivery, installation, test, and commissioning, followed by service and maintenance, of the following functions:
* Central database and server system:
— Communication with vehicles (with supplied equipment or equipment from other suppliers),
— Communication with external servers for real-time information in the national journey planner and e.g. traffic signal priority or dynamic bus allocation,
— Import, export and storage of bus timetables and block data,
— Dispatcher functions for presentation and edition of bus short time timetable adjustments, vehicle allocation and block data,
— Retrieval of real-time information from vehicles,
— Calculation of prognosis for vehicles (buses and trains) arrival to and departure from random future stop points,
— System configuration,
— Inventory and maintenance database for stationary and mobile equipment,
— User, driver, and vehicle management,
— Event-logging, reporting and statistics.
* Content Management System (CMS) for administration and distribution of information (news, video commercials, real-time information, etc.) to vehicles and stationary boards. Traffic information and infotainment shall vary depending on line, location, time and other parameters. The CMS shall be able to cooperate with train operators existing CMS-systems and to manage information for other vendors mobile equipment.
* Equipment and software for installation in 23 vehicles including.
— Wireless Internet access for passengers,
— Information monitors capable of showing news, commercials, real-time information etc,
— Real-time positioning and mapping of positions to route,
— Vocal and graphical announcement of next stop,
— Successive presentation of estimated time of arrival (ETA) for selected destinations,
— Functionality for login, selection of line/route/block, monitoring of positioning and next stop, and interchange coordination,
— Open interface to national travel card system for potential sharing of drivers console, positioning and communication,
— Communication with the central system.
* Design and implementation of user-friendly web-based man-machine-interfaces for the above mentioned systems.
* Operation and maintenance.
All communication with vehicles and external parties shall follow CEN standards and VDV specifications, unless otherwise is carefully reasoned.

Økonomisk og finansiel stilling:
a: A declaration - on one's honour - concerning to which extend the economic operator has unpaid debts to public authorities.
b: A declaration - on one's honour - concerning compliance with the regulations relating to employees protection c: A declaration on the economic operator's turnover in total and turnover for the specific services for which tenders are invited, for the last 3 accounting years.

Teknisk og faglig kompetence:
a: Total number of employees and information on the economic operator's local offices/service centres, numbers of employees undertaking similar activities as for which tenderers are invited.

c: Listed references to the economic operator's most important services for which the tenderers are invited.

Kontraktens udførelse
Krav om deponering og sikkerhedsstillelse:
The selected economic operator must within a period of 8 workdays of the conclusion provide security for due performance of his obligations towards the contracting authority. The bond may be in form of an adequate guarantee from a bank or a savings bank, an insurance guarantee or other adequate types of security. Until handing-over of the work, the bond provided must correspond to 15 % of the contract sum. After handing-over the bond must correspond to 10 % of the contract sum.

If the contract is awarded by several economic operators, all the economic operators shall have joint and several liability. A representative of several economic operators shall be in charge to agree with the contracting authority.

The selected economic operator must present a certificate, issued by a competent authority in its home country - in Denmark Erhvervs- og Selskabsstyrelsen - dated after 1.6.2011.
