The GSM-R Voice framework agreement covers the supply of General CAB Radio for minimum 663 rolling stocks for all train classes, including S-tog.
The framework agreement includes design, decommissioning, commissioning and testing for first-of-class and serial roll-out for approximately 80 train classes and training of the end-user in use as well as maintenance of the equipment. This include spare parts for the design life of the GSM-R Voice system until 2034 (approximately) The first-of-class and serial roll out of the S-tog rolling stock shall be finished by the end of 3rd quarter of 2013, which will at least be 135 trains. The first-of-class and serial roll out of the rest of the train classes shall be finished by the end of 2nd quarter of 2014. Training should be performed prior to and concurrently with the roll out allowing the train drivers to use the new radio from the first day. The scope of call-offs by the other customers is to be decided when the framework agreement is available. The framework agreement shall allow for call-offs in the entire period of the design life of the GSM-R Voice system until 2034 (approximately).

1. Banedanmark intends to invite a maximum of 4 applicants to tender. In order to be taken into consideration for the prequalification the applicant must meet the following minimum requirements: (i) regarding section III.2.2 (B).: The applicant's annual overall turnover must be at least DKK 50.000.000 (calculated as an average of the last 3 financial years available). If the annual overall turnover is stated in another currency than DKK, Banedanmark translates the amount stated to DKK in accordance with the current quotation on www. nationalbanken.dk at the time-limit for requests for prequalification. (II) regarding section III.2.3 (E): The applicant shall provide documentation that shows that at the time of the application to participate in the tender procedure the applicant has at its disposal a GSM-R Voice system that fulfils the requirements in EIRENE FRS version 7 and SRS version 15 (as published by the European Rail Agency). Reduction of the number of applicants who meet the minimum requirement in section III.2.2 and III.2.3. (if more than 4 applicants meet the minimum requirement in section III.2.2 (B) and III.2.3 (E)) will take place on the basis of the applicants who (i) have the most relevant references as to the assignment put up for tender (cf. key areas in section III.2.3.F.) and (ii) if the applicant have a quality control system in accordance with ISO 9001 or equivalent (cf. section III.2.3.G). 2. An application for prequalification is asked to be forwarded in one original document in hard copy, four hard copies of the original and one electronic copy and to contain (1) information about the identity and contact details of applicant as detailed in section III.2.1 and (2) documentation regarding economic and financial ability and technical capacity as detailed in sections III.2.2 and III.2.3. 3. In order to avoid conflicts of interest and to promote competition and due to the size and complexity of the delivery, an economic operator can only submit one (1) application to participate in the negotiated procedure. "Economic operator" shall be defined as a single economic operator or a group of economic operators (a consortium). Economic operators who form part of the same legal group cannot submit more than one (1) application to participate in the negotiated procedure. "The same legal group" shall be defined as entities covered by Council Directive 83/349/EC with amendments (Council Directive on consolodated accounts) art. 1. The restriction does not preclude an economic operator from submitting an application to participate in the negotiated procedure and at the same time serve as sub-contractor in collaboration with one or more economic operators. If more than one application for participation in the negotiated procedure is submitted by the same economic operator or by economic operators who form part of the same legal group, all applications submitted by those economic operators will be excluded. 4. All inquiries regarding the tender are to be sent by e-mail to edmg@bane.dk. 5. Banedanmark points out that the programme language is English and the contract is written in English. Some documents prepared by the Supplier may need to be written in Danish (e.g. to some of the external stakeholders and authorities). And the Supplier may meet existing material/documents as well as future material/documents from Banedanmark or external parties in Danish. 6. The duration indicated in II. 1.4., is the expected time-frame for the main part of the delivery. However, the framework agreement will not have a pre-set date of termination, but the contracting entity will have a right to terminate the framework agreement by notice after the time frame mentioned in II.1.4.

D. If the applicant relies on the capacities of other legal entities (e.g. a partner), the applicant is required to prove that the applicant has at his disposal the resources necessary, by providing documentation that the applicant can rely on the capacities of the other legal entities in this respect. If the applicant relies on the economic/financial capacity of other legal entities (e.g. partner, a parent company or one or more affiliated companies) these other legal entities will be required to undertake joint and several liability together with the applicant when the contract is signed (but not for the prequalification).
