However, the Contracting Entity did not receive complete tender for Lot 4: Excess III, thus with reference to the tender material and article 50 (a) of the Utilities directive, the Contracting Entity then proceeded to conduct a partial cancellation of the lot in question following by a negotiated procedure with no prior call for competition to place the relevant lot. The lot was awarded with the original tender materials and the same award criteria.
