Aarhus University puts out to tender the purchase of two (2) plot harvesters for the department of Agroecology. The plot harvesters will be used for harvesting plots in conjunction with the agroecological research conducted at either AU Foulumgård and AU Flakkebjerg. The call for tenders is divided into two (2) sub-contracts; one for AU Foulumgård and one for AU Flakkebjerg. The purpose of this call for tenders is to purchase two (2) plot harvesters that are able to comply with the requirements made by the Contracting Authority. It is of decisive importance to the Contracting Authority that, in their bids, the Tenderers focus on offering the option that best fulfill the requirements made by the Contracting Authority as cheaply as possible. The purchase also includes issues concerning delivery, installation and warranty as a part of the contract.

The call for tenders is an open call for tenders concerning the purchase and subsequent delivery of two (2) plot harvesters that are able to fulfill the respective requirements set forth in “Appendix 1A – Specification of requirements” and “Appendix 1B – Specification of requirements”, one covered by sub-contract 1 and one covered by Sub-contract 2. The tenderers can choose to provide bids on either one or both sub-contracts. The purpose of this call for tenders is to purchase two (2) plot harvesters that are able to comply with the requirements made by the Contracting Authority. It is of decisive importance to the Contracting Authority that, in their bids, the Tenderers focus on offering the option that best fulfill the requirements made by the Contracting Authority as cheaply as possible. The purchase also includes issues concerning delivery, installation and warranty as a part of the contract. The Contract will be established with one Supplier for each of the sub-contracts, unless one supplier has provided the lowest price for each of the sub-contracts. The Contracting Authority is obliged to use the contract.

The Contracting Authority will review the bids received in due time in order to verify that they fulfill the formal requirements. As a general rule, failure to fulfill the formal requirements will cause the bid to be non-compliant, cf. section 159(5) of the Public Procurement Act, however, which in certain cases entitles the Contracting Authority to request the Tenderer to supplement, specify or complete the bid. The Contracting Authority will review the bids received in due time in order to verify that the bids fulfill the minimum requirements of their content. The Contracting Authority will review the bids received in due time in order to verify that the individual Tenderers are not subject to any grounds for exclusion. If this is the case, the Contracting Authority will give the Tenderer the opportunity to document its reliability by documenting that the Tenderer is no longer subject to any grounds for exclusion. The Contracting Authority will review the bid in order to identify reservations concerning fundamental elements, or reservations that cannot be priced. The Tenderer has the opportunity to obtain supplementary information concerning the tender documents by submitting written questions. Questions must be submitted in English. In the event of any doubt or ambiguity, the Tenderer is requested to ask motivated questions and to propose a concrete alternative wording where relevant. Changes will not be made if the proposed changes constitute significant changes to the original tender documents, or if the changes will or may entail a risk of distortion of competition or discrimination. If the Tenderer finds any errors or irregularities in the tender documents, the Tenderer is requested to draw attention to this immediately, so that the situation can be remedied as quickly as possible by publishing a corrigendum. It must be noted that the Contract is part of the tender documents, and even though the contractual requirements in the Contract will not enter into force until after the Contract has been established, it is important to take the contractual requirements into consideration when bids are submitted.
