I/S Vestforbrænding has decided to improve the availability and flexibility of the district heating system. In this connection, a pressurized heat storage tank (HST) must be installed.
This Contract comprises design, manufacture, inspection and testing, etc., of:
• A pressurized heat storage tank (approx. 1,625 m3) installed on existing concrete foundation, incl. necessary parts for embedding/fastening the heat storage tank to the concrete foundation. Concrete foundation is an Employer scope of supply.
• Insulation of the HST.
• Stair tower with platform on the top of the HST for access to inspection openings and operation/maintenance of the HST's valves, sensors and other equipment and components installed on the HST, etc.
• CE marking in accordance with applicable directives and regulations as well as installation control.
The Contractor must design all components and works in detail (detailed project design).

The applicant must provide an ESPD with the following information .
A list of the five (5) most comparable and relevant references, cf. sections II.1.4 and II.2.4., undertaken in the past three (3) years. The references must be stated in the ESPD part IV.C: “Technical and professional ability”. Undertaken in the past three (3) years implies that the reference must not have been completed prior to the date reached when counting three (3) years backwards from the submission date for prequalification. References older than this will not be taken into consideration. References which have not yet been fully completed can be included as part of the application, but if this is the case, the applicant must describe the parts which have not yet been delivered, and this may affect the evaluation of the applicant, cf.

The tender procedure is a negotiated procedure with prior call for competition, which means that entities that want to participate in the procedure must apply for prequalification.
The application for prequalification must be submitted through the tendering system (section I.3) before the time limit for applications.
The applicant must submit a completed ESPD to apply for prequalification for this tender procedure. The ESPD for this tender can be found via EU-Supply. The ESPD must be completed in EU-Supply and submitted via “My Response”.
Applicants may not be subject to the grounds for exclusion, cf. sections 134a, 135-136 and section 137(1) (nos. 2 and 6) of the Danish Public Procurement Act (udbudsloven). The applicant must state in the ESPD, that the applicant is not subject to any grounds of exclusions.

The time limit in section IV.2.2 is the time limit for receipt of applications for prequalification. The time limit for receipt of tender is listed in the Tender Documents.
Each applicant can submit only one request for prequalification.

I/S Vestforbrænding does not pay any renumeration for the participation in the tender process.
By Council Regulation No. 833/2014, the European Union has introduced restrictive measures in view of Russia’s actions destabilizing the situation in Ukraine.
The tenderer must together with the tender submit a solemn declaration stating the entity and the tender have no Russian involvement that exceeds the limits in the regulation. When the applicant is a group of economic operators (e.g., a consortium), each individual applicant in the group of economic operators must submit the above solemn declaration.
