Ørsted’s objective is to implement an External Surveillance solution designed specifically for commodities covering all financial (MAR) and physical instruments (REMIT) that Ørsted Market & Revenue is trading. This would include Trayport file (incl. full EEX), ICE ENDEX & IFEU, Nasdaq, EPEX and Nord Pool.
The solution should be a cloud-based solution that includes all the above market data (ETL) and should enable Ørsted to handle alert processing, calibration, documentation/record keeping and reporting in a single fully integrated solution.
The solution must contain all relevant market abuse patterns required for MAR and REMIT surveillance including Insider Trading.

Also, the solution must have grouping functionalities that isolate activity down to Desk and Trader level.
All market activity must be fed directly to the external provider who should also host the market data.
The future solution should be operationally excellent, meaning lean by using elements like visualization and replay of market activity, structured workflow in alert handling, automated calibration combined with ‘what-if/sand box analysis.’
The system provider must have an established User Group that recommends the solution and provides a platform for knowledge sharing and end-user discussions.

The evaluation of the Applicant’s economic and financial capacity will be based upon the information submitted and will be an assessment of the following three areas (in prioritized order), all for the latest signed and approved annual report unless otherwise mentioned below:

(b) Liquidity, in prioritized order consisting of:

The Applicant’s experience will be based on the information submitted in accordance with Section 3.3.4.1. of the Prequalification Notice Document and will be an overall assessment of:
(a) Similarity to the Contract, including the following elements: References regarding con-tracts and implementations similar to Ørsted’s Contract scope.
(b) Global customers similar to Ørsted, including the following elements: References regarding contracts with customers similar to Ørsted in regards to global presence and the utility sector.
