The Copenhagen Metro M1+M2 has been in operation for 18 years and is know for high service availability and customer satisfaction. The demand for public transportation in Copenhagen continues to increase while the Metro's rolling stock and infrastructure is aging.
The current fleet of 34 metro trains have a life expectancy of 25 years. The system has now however, reached a point, where it is going from being a new system to becoming a incumbent system, where replacements and renewals have to be done more frequently and the scale and complexity of the activities are increasing.
Metroselskabet is therefore undertaking this mid-life overhaul to ensure the Metro continues to deliver a high service availability and customer satisfaction while increasing capacity at the same time. The scope of this work is to extend the life expectancy of the fleet in order to deliver high service availability going into 2035. Hence investments in life-extention of the fleet is required.

Kort beskrivelse:
The objective is to extend the operational life of the fleet of 34 vehicles on the M1/M2 line at Metroselskabet so they can continue in operation until 2035.
The first two vehicles of the overhaul process are considered as a pre-series production with a longer lead time in terms of allowing a more detailed verification of the scope with the opportunity for altering the scope. The extended time will also allow a longer time for carrying out the overhaul on the first two vehicles.

For the systems where an updated design due to obsolescence is to be prepared for the overhaul, the evaluation and final determination of the solutions will take place on the first vehicle.
The execution of the overhaul must ensure that all systems covered by the overhaul will be in the same state on the entire fleet of vehicles.
Throughout the entire overhaul process, the work shall be verified by inspections and tests as stated in the tender documents.
A First Article Inspection shall be carried out on the first vehicle in the pre-series production as a release for the continuation of the overhaul.
Transportation and other related tasks are included in the tasks.

Beskrivelse af mulighederne:
1. Surface treatment of the repaired areas
The repaired areas of the car body structure are to be painted.
2. Surface treatment with foiling
The repaired areas of the car body structure are to be painted and a foil subsequently applied to the entire car body as well as to the fronts.
3. Interior panels
Dismantle the interior panels at the ends of the train, around windows and at the gangways for refurbishment, including completely new surface treatment. New signage is to be attached after refurbishment of the panels.
4. Door pillar covers
Due to new ECP panels (ref. req. ID 2.54) are installed, the door pillar covers must be redesigned if the new panel does not fit into the existing covers. The shape of the door pillar cover must be the same for all four door pillar covers also for those without the ECP. A stainless-steel plate is to be integrated into the lower part of the covers to protect against wear and tear. New signage is to be attached after refurbishment of the panels.

5. Floor partial replacement
Inspection of the floor to assess the condition of the individual floor panels and replacement of floor panels if their condition will not be able to last for the remaining life of the train. New fasteners and supports for the new floor panels to be installed.

A new floor covering is to be installed throughout the whole train including the articulation floor.
6. Floor complete replacement
Replacement of the floors throughout the entire vehicle, including the “flooring” at the gangways. Installation of new floor panels and new floor covering. New fasteners and supports for the floor to be installed.
7. Articulation floor
The articulation floor system in the gangway is to be refurbished by replacing all wear parts and repairing any corrosion damages.
8. Bellows and articulation floor
The complete gangway system consisting of outer and inner bellow assembly and the articulation floor assembly is to be replaced.
9. Fixed Head Assembly
A more comprehensive overhaul of the header assembly should be included as an option.
10. LV/MV Box.
The two 6,8 Ω holding resistors (4R01 and 4R02) for the HVCB in the LV box next to the CCU to be replaced with resistors with higher cooling capacity or adding heatsinks including replacement of damaged cables.
11. Horizontal PID.
For the Passenger Information Displays (PID), in addition to the LED displays, a TFT display solution must be presented as an option. The requirements for the Horizontal PID are specified in the technical specification: TD-0009, Technical Requirements, PSIS On-Board System.

The applicant must fill in the information from the last Published Account on the applicant's equity and turnover. The information on the applicant's economic and financial standing must be declared in the ESPD-document. if the applicant is a consortium or the applicant's fulfillment of the below -mentioned minimum requirements is based on the financial capacity of a third party, the fulfillment will be evaluated jointly.

The applicant must have positive equity in the last Published Account.
The applicant must have a minimum turnover of EURO 13.000.000 in the last published year accounts.
Teknisk og faglig kompetence:
For the applicant to be qualified for the tender the applicant must demonstrate experience with similar Overhaul projects, similar in terms of scope, complexity and conditions.
The application must be accompanied by references for comparable assignments to the one put out to tender.
Each reference may contain a description of the nature of each project, the client, a contact person if available, the physical and financial size of the project, the work performed by the applicant and the timeframe in which the project was carried out.

Comparable reference projects may include the following key features:
a) experience and competencies in Overhaul, transport of trains, taking over and handing back and risk management.
b) identified customer examples, preferably with reference customers.
c) experience with conduction overhaul from "take over", Transport to "Hand back" in the transport industry and ideally within rail/light rail/metro. Where experience in similar industry is better than experience in not similar industry.
The number of references is limited to max 5 and each reference is limited to 3 A4 excluding tables and pictures.
The references can maximum be 8 years old, and the references do not have to be on finished projects.
