Kort beskrivelse:

The tender concerns the installation of steel pipe on three sections of the Green Gas Lolland-Falster gas pipeline project. The sections in this scope of work cross three marine crossings, and will be in-stalled using the ‘HDD’ technique, whereby the entire length of pipe will be pulled as a string through a sub-surface hole prepared using ‘Horizonal Directional Drilling’.

The three HDD covers construction of the following:

• HDD crossing of Færgestrøm: approximately 1884 m long 10” steel pipeline

• HDD crossing of Grønsund: approximately 1925 m long 10” steel pipeline

• HDD crossing of Guldborgsund: 1255 m long 10” steel pipeline

The HDD trajectory is expected to be through soft chalk, which is dominant in this region. The thickness of the chalk on these crossings is 10’s of meters. The onset of the chalk is between 5-20m on the landfall sections of the project where the HDD begins and ends. Soil layering above the chalk is typical of this area, with post-glacial tills, overlaid or interbedded with post-glacial clays, silt and sands. Flint is present in the region, and from the soil investigations carried out on these crossings seen to represent approximately 1-2% of the total rock volume sampled in the geotechnical borehole program. Boulders are present in the till layers.

The phase of work include detailed design, installation and testing of these sections of the pipeline from initial site preparation, through pre-commissioning. The work is complete when the pipe is suc-cessfully installed, filled with nitrogen gas, and sealed, ready for tie-in to the land-line and the rest of the pipeline.

Økonomisk og finansiel stilling:

The applicant must confirm the economic ability in the ESPD part IV.B: “Economic and financial standing” with information from the latest annual report regarding the following economic indicators:

1. Equity (total equity incl. share capital, reserves, revaluation, retained earning etc.)

2. Equity ratio (equity/total assets). This must be stated with two decimals.

If the applicant is relying on the capacities of one or more other entities (e.g. a parent or sister com-pany or a subcontractor) or the applicant is a group of economic operators (e.g. a consortium) the information for the ESPD part IV.B must also be given in a separate ESPD from each of these entities, cf. section VI.3 “Additional information”. It is the sole responsibility of the applicant to secure that the minimum level(s) of standards required are reached on the basis of consolidation when the applicant is relying on the capacity of other entities or when the applicant is a group of economic operators (e.g. a consortium).

Mindstekrav til niveauet:

Concerning 1: Equity from the latest annual report must, at the time of prequalification, be at least 6,600,000 EUR.

Concerning 2: Equity ratio from the latest annual report must, at the time of prequalification, be at least 20 pct. If the equity ratio is between 15 pct. and 20 pct. the applicant can qualify if Equity ex-ceeds 20,000,000 EUR.

Teknisk og faglig kompetence:

The applicant must include the up to 5 most comparable and relevant references undertaken in the past five 5 years as part of the application. The references must be stated in the ESPD part IV.C: “Technical and professional ability”. Undertaken in the past five 5 years implies that the reference must not have been completed prior to the date reached when counting 5 years backwards from the submission date for prequalification. References older than this will not be taken into consideration. References which have not yet been fully completed can be included as part of the application, but if this is the case, the applicant must describe the parts which have not yet been delivered, and this may affect the evaluation of the applicant, cf. section II.2.9.

The references should include:

• A specific description of the work performed for each reference, including 1) length and purpose of the HDD, 2) type, measure and dimensions of the installed pipe, 3) soil conditions, 4) applied equipment (single rigs, dual rigs with intersection, …), 5) environmental protection measures (e.g protection from noise, pollution and light), 6) intersect method, and 7) operational capacity of rigs used

• Contract complexity: principle sub-contractors should be listed, with summary scope if possible.

• Contract value (if possible)

• Contact information for the entity in question (including contact person)

• Date of initiation and final delivery (day, month, year)

Any ambiguities and/or incomprehensibilities concerning the above information may have a negative effect on the selection of candidates, cf. section II.2.9. Please note the “description” box can contain more text than is visible. I.e. it is possible to copy paste text into the box.

If the applicant is relying on the references of one or more other entities (e.g. a parent or sister company or a subcontractor) or the applicant is a group of economic operators (e.g. a consortium) the information for the ESPD part IV.C must also be given in a separate ESPD from each of these entities.

The number of references should not surpass a maximum of the 5 most comparable and relevant references. If the applicant is relying on the capacity of one or more other entities (e.g. a parent or sister company or a subcontractor) or the applicant is a group of economic operators (e.g. a consortium) the maximum number of references to be submitted must still be respected and cannot exceed 5 when combined. If more than 5 references are submitted, the Contracting Authority will only consider the 5 most recent references determined by date of final delivery (in this case not yet finished references will not be included).

The applicant must submit a completed version of the ESPD.

Applicants may not be subject to the mandatory grounds for exclusion, cf. the Danish Public Procurement Act (udbudsloven) Section 135 (1-3) and 136.

Please see section VI.3 “Additional information” for further information regarding the ESPD. The application must be submitted through EU-Supply, cf. link in section I.1 in this notification. Applications not submitted via EU-supply or received after the deadline will not be accepted.

The Contracting Authority reserves the right to request the applicant to supplement, specify or complete the information submitted.

• References concern HDD projects of a similar or longer distance than in the current project.

• References concern HDD under similar soil conditions to the current project, including;

o Post-glacial tills, overlaid or interbedded with post-glacial clays, silt and sands.

• References relate to projects with focus on environmental protection from noise, pollution and light;

• References with the use of the intersect method, where twinned drilling rigs are used for crossings 1500-2000m;

• References demonstrating operational capacity for ‘large’ HDD rigs in excess of 250 tons.

• References concern installation of steel pipes with a similar or higher diameter than in the current project;

Please note:

- An applicant participating on its own, but relying on the capacities of one or more other entities (e.g. a parent or sister company or a subcontractor), must ensure that the application includes the applicants own ESPD together with a separate ESPD from each of the entities it relies on with a completed part II: “Information concerning the economic operator” and part III: “Exclusion grounds” of the ESPD as well as the relevant information regarding part IV: “Selection criteria” and part V: “Reduction of the number of qualified candidates”.
