Kort beskrivelse:

The Green Gas Lolland-Falster project has the objective to establish a gas network to the islands of Lolland and Falster with gas-supply from the gas network at Zealand. The new gas network will enable collection and distribution of biogas from Lolland-Falster to southern Zealand. The pipeline also enables energy supply to local industry, including the local sugar factories in Nykøbing Falster and Nakskov. The overall project consists of a total of 115 km pipeline and includes 7 M/R and L/V stations and includes crossing water bodies between Zealand and Falster and Falster and Lolland. Gas delivery is expected from September 2024.

The project is split between the transmission operator (Energinet) and distribution operator (Evida), and system boundaries has been defined at Nørre Alslev and in Everdrup. This means that Energinet will own and maintain the pipeline from Everdrup to Nørre Alslev but Evida will balance the system once commissioned. This project covers Energinet’s part of the system, which includes approximately 44 km, 10” pipeline (PE coated) with a wall thickness of 6,35mm between Everdrup and Nørre Alslev, L/V stations at Everdrup and Egesborg and a Scraper station at Everdrup. The crossing between Zealand and Falster will be performed as HDD across Færgestrømmen and Grønsund in another contract which is not part of this tender.

The activities to take place in connection with construction of the onshore gas transmission pipeline from, Compressor station Everdrup at Zealand, to battery limit at M/R-station Nørre Alslev at Falster incl:

• Foundation for M/R-station at Everdrup.

• 80 bar 6” connection between exist. Branch pipe and M/R station.

• L/V- and scraper station at Everdrup, incl tie into M/R-station.

• L/V station Egesborg, inkl. branch pipe to M/R-station.

• At Zealand shore, tie-in to offshore pipeline below Færgestrømmen.

• At Farø shore, tie-in to offshore pipeline below…

… Færgestrømmen.

… Grønsund.

• At Falster shore, tie-in to offshore pipeline below Grønsund.

• Finalize the pipeline to battery limit at Nørre Alslev M/R-station.

Also note that the project are subject to an EIA report and the EIA permit (“§ 25 tilladelse Gasledning til LollandFalster) sets the environmental framework for the project.

The applicant must confirm the economic ability in the ESPD part IV.B: “Economic and financial standing” with information from the latest annual report regarding the following economic indicators:

1. Equity (total equity incl. share capital, reserves, revaluation, retained earning etc.)

2. Equity ratio (equity/total assets). This must be stated with two decimals.

If the applicant is relying on the capacities of one or more other entities (e.g. a parent or sister company or a subcontractor) or the applicant is a group of economic operators (e.g. a consortium) the information for the ESPD part IV.B must also be given in a separate ESPD from each of these entities, cf. section VI.3 “Additional information”. It is the sole responsibility of the applicant to secure that the minimum level(s) of standards required are reached on the basis of consolidation when the applicant is relying on the capacity of other entities or when the applicant is a group of economic operators (e.g. a consortium).

Mindstekrav til niveauet:

Concerning 1: Equity from the latest annual report must, at the time of prequalification, be at least 5,667,000 Mio. EUR

Concerning 2: Equity ratio from the latest annual report must, at the time of prequalification, be at least 20 pct. If the equity ratio is between 15 pct. and 20 pct. the applicant can qualify if Equity exceeds the contract value.

Teknisk og faglig kompetence:

The applicant must include the up to 5 (five) most comparable and relevant references undertaken in the past 5 (five) as part of the application. The references must be stated in the ESPD part IV.C: “Technical and professional ability”. Undertaken in the past 5 (five) years implies that the reference must not have been completed prior to the date reached when counting 5 (five) years backwards from the submission date for prequalification. References older than this will not be taken into consideration. References which have not yet been fully completed can be included as part of the application, but if this is the case, the applicant must describe the parts which have not yet been delivered, and this may affect the evaluation of the applicant, cf. section II.2.9.

The references should include:

1. A specific description of works performed for each reference, including

a. The applicant’s role in the reference and which part of the reference the applicant performed

b. Diameter, steel grade, wall thickness, internal/external coating,

c. Volume (Kilometer and tons)

d. Soil and groundwather conditions and location of reference project,

e. Contract value (if possible),

f. Date of initiation and final delivery (day, month, year),

g. Contact information for the Client (including contact person).

The Contracting Authority reserves the right to contact the stated references.

Any ambiguities and/or incomprehensibilities concerning the above information may have a negative effect on the selection of candidates, cf. section II.2.9. Please note the “description” box can contain more text than is visible. I.e. it is possible to copy paste text into the box.

If the applicant is relying on the references of one or more other entities (e.g. a parent or sister company or a subcontractor) or the applicant is a group of economic operators (e.g. a consortium) the information for the ESPD part IV.C must also be given in a separate ESPD from each of these entities.

The number of references should not surpass a maximum of the 5 (five) most comparable and relevant references. If the applicant is relying on the capacity of one or more other entities (e.g. a parent or sister company or a subcontractor) or the applicant is a group of economic operators (e.g. a consortium) the maximum number of references to be submitted must still be respected and cannot exceed 5 (five) when combined. If more than 5 (five) references are submitted, the Contracting Authority will only consider the 5 (five) most recent references determined by date of final delivery (in this case not yet finished references will not be included).

The applicant must submit a completed version of the ESPD.

Applicants may not be subject to the mandatory grounds for exclusion, cf. the Danish Public Procurement Act (udbudsloven) Section 135 (1-3) and 136.

If more than 3 applicants fulfill the minimum requirements, cf. section III, the Contracting Authority will prequalify the 3-5 applicants who are evaluated as most qualified for the specific tendered assignment.
