The scope of this procurement is works, supplies and services related to HVAC Cables and dismantling of Overhead Lines within 150 kV power range. The strategic partner will be responsible for execution of tasks related to new investments of HVAC Cables and dismantling of Overhead Lines. As such, the scope of work will be a portfolio of projects and deliverables including, but not limited to:

- Assistance in portfolio management

- Detailed project planning

- Detailed design of cable systems and dismantling of Overhead Lines for new

investments based on the preliminary design provided by the Contracting Authority

- Project execution of cable systems and dismantling of Overhead Lines including

coordination with landowners for new investments according to turnkey principles

- Documentation of executed project as required by the Contracting Authority (for

example by use of BIM)

- Direct reporting in the Contracting Authority’s management reporting systems

- Supply of plant data to SAP PM

- Delivery of specific services of relevance to the scope of the framework agreement

The applicant must confirm the economic ability in the ESPD part IV.B: “Economic and financial standing” with information from the latest annual report regarding the following economic indicators:

1. Equity (total equity incl. share capital, reserves, revaluation, retained earning etc.)

2. Equity ratio (equity/total assets). This must be stated with two decimals.

If the applicant is relying on the capacities of one or more other entities (e.g. a parent or sister company or a subcontractor) or the applicant is a group of economic operators (e.g. a consortium) the information for the ESPD part IV.B must also be given in a separate ESPD from each of these entities, cf. section VI.3 “Additional information”. It is the sole responsibility of the applicant to secure that the minimum level(s) of standards required are reached on the basis of consolidation when the applicant is relying on the capacity of other entities or when the applicant is a group of economic operators (e.g. a consortium).

Mindstekrav til niveauet:

Concerning 1: Equity from the latest annual report must, at the time of prequalification, be at least 25 mio. EUR

Concerning 2: Equity ratio from the latest annual report must, at the time of prequalification, be at least 20 pct.

Teknisk og faglig kompetence:

The applicant can include the up to 10 most comparable and relevant references undertaken in the past seven (7) years as part of the application. The references must be stated in the ESPD part IV.C: “Technical and professional ability”. Undertaken in the past seven (7) years implies that the reference must not have been completed prior to the date reached when counting 7 years backwards from the submission date for prequalification. References older than this will not be taken into consideration. The applicant can include references which are not yet fully completed and energized, but if this is the case, references which are not yet completed and energized will not be weighted as positive as energized references in the evaluation, cf. section II.2.9. If a reference concerns a framework agreement the applicant must clarify the deliverables which have been performed at the time of the application.

The references can be stated either in the ESPD part IV.C: “Technical and professional ability” or in the available “Reference Sheet (PQ)” (doc.: 22/05696-28).

Each reference should include the following information (as also stated in doc. 22/05696-28):

• Name of the reference

• A detailed description of the works performed, including scope of work, deliverables,

services, etc.

• Voltage level (if relevant)

• Cable route length

• System design (crossbonding, single point grounding)

• Number and length of Directional drillings

• Voltage level and route length of dismantling Overhead line

• Description of type-test (if performed), including stress level at inner semi conducting

layer

• Type of Construction Contract (e.g. turnkey, main contract, subcontract)

• Type of terms (e.g. Yellow book FIDIC, Green book FIDIC, ABT18, Orgalime)

• Type of collaboration with customer (e.g. Single contract, partnership contracts,

Framework agreement)

• Contract value (if possible)

• Contact information for the end customer (including contact person)

• Speed of installation (meters/week/system)

• Date of initiation and final delivery (day, month, year)

Any ambiguities and/or incomprehensibilities concerning the above information may have a negative effect on the selection of candidates, cf. section II.2.9. The applicant is therefore encouraged to answer each of the above-mentioned points clearly. Please note the “description” box can contain more text than is visible. I.e. it is possible to copy paste text into the box.

If the applicant is relying on the references of one or more other entities (e.g. a parent or sister company or a subcontractor) or the applicant is a group of economic operators (e.g. a consortium) the information for the ESPD part IV.C must also be given in a separate ESPD from each of these entities.

The number of references should not surpass a maximum of the 10 most comparable and relevant references. If the applicant is relying on the capacity of one or more other entities (e.g. a parent or sister company or a subcontractor) or the applicant is a group of economic operators (e.g. a consor-tium) the maximum number of references to be submitted must still be respected and cannot exceed 10 when combined. If more than 10 references are submitted, the Contracting Authority will only consider the 10 most recent references determined by date of final delivery (in this case not yet finished references will not be included unless less than 10 references have been completed, in which case the selection will be made on the basis of the earliest initiation date).

In case of discrepancy between the references stated in ESPD part IV.C and the ‘Reference Sheet (PQ)’, the references in the ‘Reference Sheet (PQ)’ have precedence.

Mindstekrav til niveauet:

The applicant must submit three (3) references for cable system installation projects at voltage level 100 kV or higher completed within the last 7 years counting backwards from submission date of prequalification. At least one (1) of the three (3) reference projects must be a minimum of 10 system kilometer of installation.

Further, the applicant must submit at least one (1) reference which include delivery of a 2000mm2 (or higher) XLPE cable with segmented aluminum conductor for which a type test in accordance with IEC 60840 or equivalent has been performed and passed. This may be demonstrated by one of the three (3) reference projects as requested above, but may also be demonstrated by a separate reference solely involving the delivery of the specific cable.

The applicant must submit a completed version of the ESPD.

Applicants may not be subject to the mandatory grounds for exclusion, cf. the Danish Public Procurement Act (udbudsloven) Section 134a, 135 (1-3) and 136.

Please see section VI.3 “Additional information” for further information regarding the ESPD. The application must be submitted through EU-Supply, cf. link in section I.1 in this notification. Applications not submitted via EU-supply or received after the deadline will not be accepted.

The Contracting Authority reserves the right to request the applicant to supplement, specify or complete the information submitted as part of the application.

If more than 4 applicants fulfill the minimum requirements, cf. section III, the Contracting Authority will prequalify the 4 applicants who are evaluated as most qualified for the specific tendered as-signment as strategic partner. Only these applicants will be invited to submit a tender. The selection of the applicants will be based on the relevance of the submitted references, cf. the scope stated in section II.2.4, and the extent to which the references overall demonstrate comprehensive experience with deliveries comparable to the tendered assignment regarding solution, complexity and scope, especially concerning (in order of priority):

• Delivery of onshore excavated underground cable systems from substations to

substation at voltage level greater than 100 kV. High voltage level, long length

installation, route complexity, speed of installation (m/ week/ system) will be

evaluated positive

• Delivery of Cable jointing works at voltage levels greater than 100 kV. Continues

speed of jointing works (days/ set of joints), complexity in joints, method of jointing

set up on site etc. will be evaluated positive.

• Cable installation works related to transition tower to overhead lines at voltage levels

greater than 100 kV.

• Removal of overhead lines including foundation at voltage level greater than 100 kV.

High voltage level and long length will be evaluated positive.

• Similar long-term partnerships for works within electrical infrastructure at voltage

level greater than 100 kV.

Please note:

- An applicant participating on its own, but relying on the capacities of one or more other entities (e.g. a parent or sister company or a subcontractor), must ensure that the application includes the applicants own ESPD together with a separate ESPD from each of the entities it relies on with a completed part II: “Information concerning the economic operator” and part III: “Exclusion grounds” of the ESPD as well as the relevant information regarding part IV: “Selection criteria” and part V: “Reduction of the number of qualified candidates”. The ESPD from each of the entities should be duly filled and signed by the entities concerned.
