Energinet is the Danish national transmission system operator for electricity and is thus responsible for construction and reinvestment regarding onshore high voltage AC substations.
The tendered framework agreement concern engineering consultancy services, in-cluding design, site supervision, test and construction management in relation to reinvestments, alterations or expansions of existing substations as well as establishment of new substations. The services concern all phases of the substation projects, including design, procurement, construction, test, commissioning and handover.
The supplier must provide a team of subject matter experts to Energinet to perform the above-mentioned services.

As set out in Executive Order (‘Bekendtgørelse’) no 1608 a Contractor Agreement
(‘Entreprenøraftale’) must be in place between Energinet and the supplier (or suppliers’ sub-supplier) before supplier can plan and perform work on Energinets high voltage installations.
A Contractor Agreement is not a mandatory requirement for being awarded a framework agreement but must be in place before the supplier can be awarded orders under the framework agreement.

The applicant must confirm the economic ability in the ESPD part IV.B: “Economic and financial standing” with information from the latest annual report regarding the follow-ing economic indicators:
1. Equity (total equity incl. share capital, reserves, revaluation, retained earning etc.)
2. Equity ratio (equity/total assets)
If the applicant is relying on the capacities of one or more other entities (e.g. a parent or sister company or a subcontractor) or the applicant is a group of economic operators (e.g. a consortium) the information for the ESPD part IV.B must also be given in a separate ESPD from each of these entities, cf. section VI.3 “Additional information”. It is the sole responsibility of the applicant to secure that the minimum level(s) of standards required are reached when the applicant is relying on the capacity of other entities or when the applicant is a group of economic operators (e.g. a consortium).

Mindstekrav til niveauet:
Concerning 1: Equity from the latest annual report must be at least 10m Euro.
Concerning 2: Equity ratio from the latest annual report must be at least 20 pct. If the equity ratio is between 15 pct. and 20 pct. the applicant can qualify if Equity exceeds 30m Euro.
Teknisk og faglig kompetence:
The applicant must include the up to 5 most comparable and relevant references undertaken in the past 5 years as part of the application. The references must be stated in the ESPD part IV.C: “Technical and professional ability”. Undertaken in the past 5 years implies that the reference must not have been completed prior to the date reached when counting 5 years backwards from the submission date for prequalification. Refer-ences older than this will not be taken into consideration. References which have not yet been fully completed can be included as part of the application, but if this is the case, the applicant must describe the parts which have not yet been delivered, and this may affect the evaluation of the applicant, cf. section II.2.9.

4. (if possible) the overall number of provided hours divided in the following areas: high voltage substations, construction, automation, control & protection and instrumentation (or other description of the split between these areas)

The Applicant must maintain a quality management system in accordance with ISO 9001:2015 (or equivalent).
