Scope A comprise the following tasks:
1. Perform a gap-analysis of Energinets previous project specifications (e.g. Viking Link and Kriegers Flak CGS), in combination with the national Danish imple-mentations of the NC DC and NC RfG, and suggest changes and modifications to accommodate the Energy Island needs and the multi-vendor environment.
2. Facilitate project meetings to identify the project needs as well as Energinets position on the topics listed under Scope of Services, Section 2.1.
3. Develop and draft a set of key documents to be used directly in the tendering of the Bornholm Energy Island based on a combination of expert advice and Energinets requirements. The primary focus is the HVDC tendering material, but this must take into account the requirements for the offshore wind power plants, and how these systems are integrated into the overall detailed design and commissioning process.

The Contracting Authority intends to prequalify 3 candidates (in total for both lots). If more than 3 applicants fulfill the minimum requirements, cf. section III, the Contracting Authority will prequalify the 3 applicants who are evaluated as most qualified for the specific tendered assignment. Only these applicants will be invited to submit a tender. The selection of the applicants will be based on the submitted references. That is to which extend the reference(s) are assed to be similar to the tendered assignment, cf. section II.2.4, in terms of comparability and relevance. Accordingly, the number of references will not be the determining factor alone, but more importantly to which degree the specific forwarded references are comparable and relevant to the tendered assignment regarding solution and scope.
The following will in particular be evaluated as positive:
Expert experience in electrical design, modelling and multi-party simulation requirements and specifications of complex HVDC projects. Complex HVDC projects are here defined as HVDC applications for either
• Grid-connection of offshore wind power by VSC-HVDC,
• Paralleled VSC-HVDC systems involving more than one HVDC vendor,
• VSC-HVDC converters operated in extreme weak-grid conditions, or
• Multi-terminal VSC-HVDC applications.
Further, the following will in particular be evaluated positive:
• Experience in conducting multi-party control and protection interaction studies in complex HVDC projects.
• Experience in specifying, preparing and conducting real-time simulation with control and protection replicas for complex HVDC systems.
• Experience in drafting technical specifications for tendering of complex HVDC projects, especially with focus on control and protection related functional requirements.
• Active contribution in international working groups and/or standardization work related to developing functional requirements for multi-terminal HVDC systems.
