Aalborg Forsyning is putting out for tender a contract regarding delivery of TTES with a total storage capacity of 200,000 m3. The tender procedure is carried out as a negotiated procedure with prior call for competition according to section 47 of the Utility Directive (2014/25/EU). It is expected that one round of negotiations will be held. See section 3.5 in the Tender Conditions for more about how negotiations will be conducted. Aalborg Forsyning has chosen to divide the contract into two completely identical lots. Each lot contain the delivery of TTES with a storage capacity of 100,000 m3, including an option for an additional tank. The Tenderer can choose to submit tender for one or both lots depending on whether the Tenderer wishes to deliver half the project's capacity (100,000 m3) or deliver the project's full capacity (200,000 m3). See section 1.3 and 3.8.4 in the Tender Conditions for a description of the two lots and an example of how the evaluation will be conducted.

Aalborg Forsyning is planning to phase out coal and all other fossil fuel producing units by the end of year 2028, by implementing a variety of different new heat producing units. A key element for this transition is to increase the heat storage capacity. This tender procedure therefore concerns the award of a contract regarding delivery of tank thermal energy storage (TTES).

The scope of work in this contract include the complete delivery, erection, and commissioning of welded and insulated steel tanks (Tank Thermal Energy Storage’s – TTES) with a total capacity of 100,000 m3 water for district heating, including foundation work. The TTES’ shall be non-pressurized with a maximum design temperature of 98 °C. The contractor’s work shall include all measures and secondary services that are necessary for the full completion of the TTES’. The TTES’ can be performed as 2 x 50,000 m3 steel tanks, 3 x 33,000 m3 steel tanks or 4 x 25,000 m3 steel tanks.

• Concrete foundations and bitumen-sand coating
• Welded steel TTES including bearings and consoles for cladding, stairs, ladders, and platforms etc.
• Cladding and insulation
• Lightning conductors

It is a minimum requirement that the candidate within the past 10 years calculated from the deadline for submission of the application for prequalification has a minimum of 1 comparable references regarding a storage tank of at least 5,000 m3 capacity. By comparable reference is meant that the reference includes insulated steel tanks welded together by steel plates on site.

The 5 prequalified candidates will subsequently be invited to submit initial tender. An invitation to submit Initial Tender is an invitation to submit Initial Tender for both lots. The prequalified Candidate is then free to submit Tender for one lot if the prequalified Candidate wishes to deliver only half the storage capacity or both lots if the prequalified Candidate wishes to deliver the full storage capacity.
