Strategic Environmental Assessment (SEA) and Environmental Investigations for Offshore Wind Farms and Energy Islands in the North Sea and the Baltic Sea
With the climate agreement for energy and industry of the 22 June 2020 the majority of the Danish Parliament decided that Denmark will become the first country in the world to begin the construction of two energy island with a total capacity of 5 GW offshore wind.
One of the islands will be located in the North Sea with a capacity of 3 GW. This island can be further scaled up to 10 GW offshore wind. The other energy island will be established on the current island of Bornholm with a capacity of 2 GW. The islands are scheduled for completion by 2030.
Following the political decision, the Danish Energy Agency has instructed the Energinet to initiate site investigations, environmental and metocean studies and analysis for grid connection for the area of investigation.

In the Baltic Sea, the Island of Bornholm will be the physical hub for offshore wind farms with a total capacity of 2 GW.
Both energy islands will export power to the mainland of Denmark and neighboring countries and are intended to serve as a hub that collects electricity from the surrounding offshore windfarms and distributes the electricity between countries via electricity grid connections.

Regardless of the Tenderers being prequalified for lot 1 and lot 2, a Tenderer will maximum be awarded one (1) lot. Lot 1 will be prioritized, and the Tenderer awarded lot 1 will therefore have its tender-offer for lot 2 taken out of the evaluation for lot 2.

In the Baltic Sea, the Island of Bornholm will be the physical hub for offshore wind farms with a total capacity of 2 GW.
Both energy islands will export power to the mainland of Denmark and neighboring countries and are intended to serve as a hub that collects electricity from the surrounding offshore windfarms and distributes the electricity between countries via electricity grid connections.
One of the islands will be located in the North Sea with a capacity of 3 GW, and this island will be extended in stages as the construction of new international connections to neighboring countries are developed, and the demand of power will increase. Please note:
- An applicant participating on its own, but relying on the capacities of one or more other entities (e.g. a parent or sister company or a subcontractor), must ensure that the application includes the applicants own ESPD together with a separate ESPD from each of the entities it relies on with a completed part II: “Information concerning the economic operator” and part III: “Exclusion grounds” of the ESPD as well as the relevant information regarding part IV: “Selection criteria” and part V: “Reduction of the number of qualified candidates”. The ESPD from each of the entities should be duly filled and signed by the entities concerned.
