The Copenhagen Metro or Metroselskabet (MS), operates and build metro and light rail lines in Greater Copenhagen. The company builds large infrastructure projects and thus has a portfolio of large construction projects. In addition, MS has the overall responsibility for the operation of Copenhagen Metro with over 120 million passengers a year and is facing further expansions with a new metro line to Nordhavn, Sydhavn and Lynetteholm. In addition, MS has other large and small projects related to customers and operations, including reinvestment. A core strategic component is the CDE. It will be hosting key project and enterprise data used by several systems in MS, including systems delivered as part of the digitalisation projects. The CDE will thereby become a central data store, sharing data between systems used in development, planning, design, construction, and operation phases. The CDE will also deliver key functionality for BIM-collaboration.

The objective is to get a common data environment and collaboration platform. It will be hosting key project and enterprise data used by several systems in Metroselskabet. The CDE will thereby become a central data store, sharing data between systems used in development, planning, design, construction, and operation phases. The CDE will also deliver key functionality for BIM-collaboration. One of the goals of this project is to implement BIM on a more ambitious maturity level than what is usually seen in Denmark.

The tenderer shall deliver a CDE and related technologies including software licenses and support that will meet the requirements described in Tender Requirements. Metroselskabet (MS) may choose that MS or a MS' supplier or consultants handle all or parts of implementation, development, operation, and maintenance of CDE.

This tender does not include all (BIM) software that MS would ever need for the development and implementation of Building Information Modelling (BIM). The focus is on the CDE software technology including applications required to support collaboration and basic data management.

Beskrivelse af mulighederne:
1) Expert assistance/Consultants. As a basis the Vendor will deliver software licenses and support. As an option the tender must include the possibility to use the Vendors Consultants for assistance doing the implementation, development, operation and maintenance.

2) Training. As a basis the Vendor will deliver software licenses and support. As an option the tender must include the possibility to use the Vendor for training of the different kind of users according to the Tender Requirements.

Betingelser for deltagelse
Økonomisk og finansiel stilling:
The applicant must fill in the information from the last Published Account on the applicant's equity and turnover.
The information on the applicant´s economic and financial standing must be declared in the ESPD-document.
If the applicant is a consortium or the applicant´s fulfillment of the above-mentioned minimum requirements is based on the financial capacity of a third party, the fulfillment will be evaluated jointly.
Mindstekrav til niveauet:
For the applicant to be qualified for the tender the following minimum requirements have to be fulfilled:
• the applicant must have positive equity in the last Published Account.
• the applicant must have a minimum turnover of EUR 4 000 000 in the last published year's accounts
Teknisk og faglig kompetence:
For the applicant to be qualified for the tender the applicant must demonstrate experience with similar projects, similar in terms of scope, complexity and conditions.
The application must be accompanied by references for comparable assignments to the one put out to tender.
Each reference may contain a description of the nature of each project, the client, a contact person if available, the financial size of the project, the work performed by the applicant and the timeframe in which the project was carried out.
Comparable reference projects may include the following key features:
(a) experience and competencies in establishing CDE solutions with similar content and magnitude as MS' requirements;
(b) experience with establishing CDE solutions with seamless system-to-system integration - e.g., asset management, document management, case management and data lake systems;
(c) specific customer examples, preferably with reference customers;
(d) experience with CDE solutions within rail/light rail/metro. Where experience in similar industry is better than experience in not similar industry.
The number of references is limited to max 5 and each reference is limit to 3 A4 excluding tables and pictures. The references can maximum be 5 years old, and the references do not have to be on finished projects.
Mindstekrav til niveauet:
For the applicant to be qualified for the tender the applicant must be able to present at least 3 similar references.

If more than 5 applicants can fulfil these requirements the Employer will choose the five applicants with the most similar references as described in III.1.3.

Pursuant to Act No 593 of 2 June 2016 on the Complaints Board for Procurement, the following time limits apply to the implementation of tenders.— complaints about not being selected must be submitted to the Complaints Board for Invitation to Tender within 20 calendar days from the day after sending a notification to the affected applicants about who has been selected, cf.
