The Supply shall be a complete and well-functioning steam turbine unit with generator within the battery limits given in the Special Conditions including auxiliary systems and all other equipment and systems that may be needed to fulfil the stated guarantees.
The Supply shall also comply with the functional and technical requirements specified in the Special Conditions, Annexes and Technical Specifications (TS).
The Supply shall be designed, engineered, manufactured, delivered, installed, cleaned, tested, commissioned, and documented according to good engineering practice for power plant prevailing in Europe. It shall be well proven design, safe, economical, and offers a high availability with low forced outage rates.

The limitation of candidates will be based on an evaluation of which candidates have documented the best relevant previous supplies compared to the elements described in section II.1.4) and II.2.4). The evaluation of this will be made based on the information of technical ability described in section III.1.3).
In this evaluation references showing previous experiences with all or the majority of the elements described in A, B, C and D below, will be weighted more positively than other references.
A) References of experiences with delivery of new back pressure steam turbine units (including generator and gear) with the following data:
• 30-60 MW power output
• Inlet steam temperature > 480 degrees Celsius
• Inlet steam pressure > 80 bars.
The references must include the project managing role (overall responsibility during planning and project execution) and supply of all needed manpower and components.
The applicant is requested to include a maximum of 6 references from the past 8 years. If the applicant enclose more than 6 references in total, the first 6 references listed in Annex H will be included in the assessment.
B) Workshop facilities
The applicant must describe the access to workshop facilities and field service manpower (own or subcontractor's).
C) Engineering competences and capacities
The applicant must describe the access to a qualified and experienced back office for Engineering and Design where the candidate has been overall responsible for the execution and commissioning.
D)
Your company must have ISO 9001 Certificate or an equivalent system.
Your company must have an HSE Certificate OHSAS 18001 or equivalent HSE system.

The selection will be based on Fjernvarme Fyn's assessment of which of the applicants who have (listed in decreasing order of importance):
• The most relevant (understood by Fjernvarme Fyn) references that have the better similarity to the specified scope of supply. The higher number of relevant references and recent references the better
• Good examples of easy access to workshop facilities for manufactory and field service manpower (own or subcontractors)
• Convincing description showing that the applicant has access to qualified and experienced back office for engineering and design
• Supply of relevant certificates for quality and HSE will be evaluated positive.

Pursuant to the Act on the Complaints Board for Tenders, etc., the following deadlines apply for the submission of a complaint:
Complaints about not having been selected must be submitted to the Complaints Board for Tenders within 20 calendar days, cf. section 7 (1) of the Act. 1, from the day after sending a notification to the affected applicants about who has been selected, when the notification is accompanied by a justification for the decision in accordance with section 2, subsection 1 of the Act. 1, no. 1, and the Public Procurement Act, section 171, subsection 2.
In other situations, an appeal must be made against a tender, cf. section 7 (1) of the Act. 2, be submitted to the Complaints Board for Tenders before:
1) 45 calendar days after the contracting authority has published a notice in the Official Journal of the European Union stating that the contracting entity has entered into a contract. The deadline is calculated from the day after the day on which the executive order has been published.
2) 30 calendar days from the day after the day on which the contracting authority notifies the tenderers concerned that a contract based on a framework agreement reopening the competition or a dynamic purchasing system has been concluded, if the notification has stated a reason for the decision.
3) 6 months after the contracting authority has entered into a framework agreement calculated from the day after the day on which the contracting authority has notified the affected applicants and tenderers, cf. section 2 (1) of the Act. 2, and the Public Procurement Act § 171, para. 4.
4) 20 calendar days calculated from the day after the contracting authority has announced its decision, cf. the Public Procurement Act, section 185, subsection. 2.
At the latest at the same time as a complaint is submitted to the Complaints Board for Tenders, the complainant must notify the contracting authority in writing that a complaint is submitted to the Complaints Board for Tenders, and whether the complaint has been submitted during the standstill period, cf. (4) In cases where the complaint has not been submitted during the standstill period, the complainant must also state whether a suspensive effect of the complaint is requested, cf. section 12, subsection 1 of the Act. 1.
