In order to improve the efficiency, quality, and passenger experience at Billund Lufthavn an update of the security checkpoint facilities is planned. Billund Lufthavn intends to invest in up to 6 new carry-on baggage security lanes and to implement remote screening of the carry-on baggage. Moreover, Billund Lufthavn expects to increase the capacity of the carry-on baggage checking process. The initial order will be for 4 new carry-on baggage security lanes, combined with an option for another 1 + 1 new carry-on baggage security lane. Please refer to draft for contract, section 1.8 for further information on the option for further deliveries.This tender is regarding a contract on the delivery, installation, commissioning and maintenance of up to 6 (4 + 1 + 1) lanes for carry-on baggage screening including delivery of normal trays and trays for fluids, hereinafter collectively referred to as ‘the Delivery’.The present installed X-ray machines are to be incorporated into the new security lane. The security lanes must be equipped with a tray return system. Trays approved for the present X-ray machines are included in the tender. Billund Lufthavn intends to enter into contract with one contractor for the delivery of lanes for carry-on baggage screening including trays.The requirements for the lanes and trays are described in more detail in contract Appendix A – Minimum requirements and competitive parameters. The tenderer must submit a tender for the total delivery.

All negotiations will follow the same process, see below:
1) prior to the negotiating meeting, Billund Lufthavn will send out a meeting agenda;
2) a short note on the assessment of the initial tender will be enclosed with the agenda. The note contains Billund Lufthavn’s assessment of relevant opportunities for improvement in the initial tender, as well as any identified reservations which Billund Lufthavn regards as reservations.

3) the tenderer will have the opportunity to comment on different views on matters stated in the forwarded assessment;
4) one (1) negotiation meeting will subsequently be held per tenderer. However, Billund Lufthavn reserves the right to conduct multiple negotiation meetings.
Billund Lufthavn points out that:
— only the contents of the final tender will form the basis for the evaluation of the tender and thus the basis for awarding the contract;
— fundamental elements will not form part of the negotiations;
— the criteria for awarding the contract and their weighting must remain stable throughout the procurement procedure, and they will consequently not form part of the negotiations;
— Billund Lufthavn will document the entire process in the form of internal minutes of the meetings.
Concurrent notification will be given to the tenderers about all matters, including any changes to the contents of the tender documents.

As options for the main delivery:
— up to 2 additional and similar carry-on baggage security lanes;
— a maintenance contract; and
— a system for automatic returning of empty trays from reclaim positions into the automatic tray return system.
Must be offered, see draft for contract, section 1.8.
All options must be offered. However, it will be optional for Billund Lufthavn if options are to be used. Further information is to be found in contract Appendix A: minimum requirements and competitive parameters, and in draft for contract.
The option for additional lanes may be activated 1 lane at a time, or 2 lanes at the same time. The option may be activated by written notice from the contracting authority within a period of 5 years after signing the contract.
The option for delivery of an automatic infeed of empty trays from the reclaim positions must be activated, by written notice from the contracting authority, no later than the time of signing of the contract.
The option for extension of the maintenance contract must be activated no later than six (6) months before the end of the initial 2-year maintenance contract, cf. section 5. Similar option for extension of maintenance contract will apply if the option for additional lanes is chosen.

The applicant must state:
— total annual turnover’ for the financial statements for each of the up to last three (3) closed financial years at the time of the application deadline. If the Applicant has not existed for three (3) years, the annual turnover from the closed financial years must be stated;

— ‘Shareholder’s equity’ for the last closed financial year at the time of the application deadline.
It is a minimum requirement that:
— the accumulated turnover of the up to last three (3) closed financial years amounts to minimum two and a half EUR 2.5 million;
— the equity is positive in the last closed financial year. ‘Shareholder’s equity’ must be calculated/determined in accordance with the Danish Financial Statements Act, §25 (Consolidation Act no 838 of 08/08/2019).
The applicant must provide up to five (5) references which the tenderer finds most comparable with this invitation to tender, see section 1.5, and which alone or jointly meet the minimum requirements, see the last section below.
— If more references are provided, Billund Lufthavn will only assess the five (5) latest references. Latest references mean not-concluded references or references with termination closest to the application deadline. If more references are not-concluded, Billund Lufthavn will (where relevant) assess the references with the latest commencement date.

Among the compliant Applicants which meet the requirements listed in section III.1), up to six (6) Applicants, which are selected on an objective, impartial and factual basis, are requested to submit tenders if six (6) compliant and suitable applications are received. If the above number of compliant and suitable applications are not received, Billund Lufthavn will select the applicants which are compliant and suitable, as long as Billund Lufthavn finds that the number of selected applicants can ensure adequate competition on the assignment.

The application must consist of the European Single Procurement Document (ESPD). The Applicant fills in the ESPD electronically in the system TrueTender.
The following must be completed in the ESPD:
— Section A: information about the economic operator;
— Section B: information about the economic operator’s representatives;
— Section C: information about reliance on the capacities of other entities (see section 2.2 for further details);
— Section D: information concerning subcontractors on whose capacity the economic operator does not rely.

In connection with the submission of the applicant’s application, the applicant may rely on the economic and financial standing as well as technical and/or professional ability of other entities (enterprises). It will be possible for all interested economic operators to visit Billund Lufthavn and to inspect the relevant security area as a part of the normal travel and check-inn procedure. However, due to the current Covid-19 situation and its unknown duration, Billund Lufthavn has decided to record a short video presentation, see tender conditions, section 1.4.3.
