The Danish Energy Agency’s Country Programs and Projects will provide technical assistance combined with policy dialogue, in promotion of renewable energy and energy efficiency aiming for low carbon development and reduced CO2 emissions. The programs and projects will build capacity with the current partner countries which include China, Vietnam, Mexico, South Africa, Ukraine, Turkey, Indonesia, Ethiopia, India, Egypt, Germany, United Kingdom, USA, the Netherlands, South Korea and future partner countries and programs to:
i) Provide convincing input for governmental energy, climate/low carbon policies, strategies and plans and
ii) Deal with implementation aspects of energy Efficiency and of high shares of variable renewable energy in the national power and heating/cooling systems in a cost-efficient manner.
The programs and projects in the current partner countries are ongoing but are at different phases of implementation and are expected to run for the next 3-5 years. The experiences from ongoing activities in the programs and projects, as well as the technical assistance provided by the Danish Energy Agency will provide input for the future activities. The aim is to unite the earlier interventions with future activities utilising the Danish experience with energy transition, while continuing the government-to-government element with the partner institutions in the current partner countries as well as with future potential partner countries. There are a number of development engagements and focus areas in each current programme and project country that supports the development objectives at country level and long-term goals at programme and project level.
The tender is structured as a restricted tender procedure for a framework agreement meaning that anyone may request to participate, but only those who are pre-qualified may submit a tender.

The purpose of this tender is to provide a Framework Agreement for external consultancy services to enable the Danish Energy Agency to source specialist technical expertise on demand to the Danish Energy Agency Energy Country Programs and Projects.
The Danish Energy Agency’s Country Programs and Projects will provide technical assistance combined with policy dialogue, in promotion of renewable energy and energy efficiency aiming for low carbon development and reduced CO2 emissions. The programs and projects will build capacity with the current partner countries which include China, Vietnam, Mexico, South Africa, Ukraine, Turkey, Indonesia, Ethiopia, India, Egypt, Germany, United Kingdom, USA, the Netherlands, South Korea and future partner countries and programs to:
i) Provide convincing input for governmental energy, climate/low carbon policies, strategies and plans and
ii) Deal with implementation aspects of energy Efficiency and of high shares of variable renewable energy in the national power and heating/cooling systems in a cost-efficient manner.
The programs and projects in the current partner countries are ongoing but are at different phases of implementation and are expected to run for the next 3-5 years. The experiences from ongoing activities in the programs and projects, as well as the technical assistance provided by the Danish Energy Agency will provide input for the future activities. The aim is to unite the earlier interventions with future activities utilising the Danish experience with energy transition, while continuing the government-to-government element with the partner institutions in the current partner countries as well as with future potential partner countries. Beskrivelse af udbuddet
The purpose of this tender is to provide a framework agreement for external consultancy services to enable the Danish Energy Agency to source specialist technical expertise on demand to the Danish Energy Agency Energy Country Programs and Projects.
The Danish Energy Agency’s Country Programs and Projects will provide technical assistance combined with policy dialogue, in promotion of renewable energy and energy efficiency aiming for low carbon development and reduced CO2 emissions. The programs and projects will build capacity with the current partner countries which include China, Vietnam, Mexico, South Africa, Ukraine, Turkey, Indonesia, Ethiopia, India, Egypt, Germany, United Kingdom, USA, the Netherlands, South Korea and future partner countries and programs to:
(i) provide convincing input for governmental energy, climate/low carbon policies, strategies and plans; and
(ii) deal with implementation aspects of energy efficiency and of high shares of variable renewable energy in the national power and heating/cooling systems in a cost-efficient manner.
The programs and projects in the current partner countries are ongoing but are at different phases of implementation and are expected to run for the next 3-5 years. The experiences from ongoing activities in the programs and projects, as well as the technical assistance provided by the Danish Energy Agency will provide input for the future activities. The aim is to unite the earlier interventions with future activities utilising the Danish experience with energy transition, while continuing the government-to-government element with the partner institutions in the current partner countries as well as with future potential partner countries. There are a number of development engagements and focus areas in each current programme and project country that supports the development objectives at country level and long-term goals at programme and project level.
The tender is structured as a restricted tender procedure for a framework agreement meaning that anyone may request to participate, but only those who are pre-qualified may submit a tender.
The tender is not divided in to partial agreements, but comprises instead six positions corresponding to six different areas of expertise within one and the same framework agreement. The six positions are:
1) energy policy and planning;
2) renewable energy integration in power systems;
3) offshore wind development;
4) energy efficiency;
5) heating and cooling supply planning and legislation;
6) climate change mitigation policy and planning.
The applicants can apply for pre-qualification for one, more or all of the six positions of the framework agreement. The tenderers can tender for the position(s) within which they have been pre-qualified.
One or more of the following skills are desired in relation to position 6:
— GHG-emissions scenarios and models;
— cost-benefit analysis;
— financing mechanisms development and international climate finance models;
— NDC measures costing;
— NDC measures implementation;
— monitoring reporting verification (MRV) at federal and subnational level aligning with enhanced transparency framework best practice.
