The Danish Energy Agency’s Country Programs and Projects will provide technical assistance combined with policy dialogue, in promotion of renewable energy and energy efficiency aiming for low carbon development and reduced CO2 emissions. The programs and projects will build capacity with the current partner countries which include China, Vietnam, Mexico, South Africa, Ukraine, Turkey, Indonesia, Ethiopia, India, Egypt, Germany, United Kingdom, USA, the Netherlands, South Korea and future partner countries and programs to:

i) Provide convincing input for governmental energy, climate/low carbon policies, strategies and plans and

ii) Deal with implementation aspects of energy Efficiency and of high shares of variable renewable energy in the national power and heating/cooling systems in a cost-efficient manner.

The programs and projects in the current partner countries are ongoing but are at different phases of implementation and are expected to run for the next 3-5 years. The experiences from ongoing activities in the programs and projects, as well as the technical assistance provided by the Danish Energy Agency will provide input for the future activities. The aim is to unite the earlier interventions with future activities utilising the Danish experience with energy transition, while continuing the government-to-government element with the partner institutions in the current partner countries as well as with future potential partner countries. There are a number of development engagements and focus areas in each current programme and project country that supports the development objectives at country level and long-term goals at programme and project level.

The tender is structured as a restricted tender procedure for a framework agreement meaning that anyone may request to participate, but only those who are pre-qualified may submit a tender.

The tender is not divided in to partial agreements, but comprises instead 6 positions corresponding to 6 different areas of expertise within one and the same Framework Agreement. The 6 positions are:

1. Energy policy and planning

2. Renewable energy integration in power systems

3. Offshore wind development

4. Energy efficiency

5. Heating and cooling supply planning and legislation

6. Climate change mitigation policy and planning

The Applicants can apply for pre-qualification for one, more or all of the 6 positions of the Framework Agreement. The Tenderers can tender for the position(-s) within which they have been pre-qualified.

The Danish Energy Agency (DEA) intends to tender a framework agreement regarding consultancy services to the DEA Country Programs. The purpose of the framework agreement is to enable DEA to source specialist technical expertise on demand to ensure that DEA can access the most appropriate knowledge and skills and benefit from the expertise and experience of international and local know-how and resource base in the Country Programs and Projects. The purpose of the tender is to facilitate this aim by achieving a leaner procurement process and reducing DEA’s internal transaction costs and providing the contractual tools to ensure as flexible and competitive procurement of technical services as possible. The purpose of the Framework Agreement is to enable the DEA to source specialist technical expertise on demand to ensure that the DEA can access the most appropriate knowledge and skills and benefit from the expertise and experience of international and local know-how and resource base in the Energy Country Programs and Projects. The specialist technical expertise is provided in such a manner that the capacity of partner institutions in the programs countries is enhanced, including through peer-to-peer learning modalities as relevant. The purpose of the tender is to facilitate this aim by achieving a leaner procurement process and reduc-ing the DEA’s internal transaction costs and providing the contractual tools to ensure as flexible and competitive procurement of technical services as possible.

For works contracts: performance of works of the specified type: For public works contracts only: During the reference period, the economic operator has performed the following works of the specified type. Contracting authorities may require up to five years and allow experience dating from more than five years.

For supply contracts: performance of deliveries of the specified type: For public supply contracts only: During the reference period, the economic operator has delivered the following principal deliveries of the type specified. Contracting authorities may require up to three years and allow experience dating from more than three years.

For service contracts: performance of services of the specified type: 6 references from similar services performed within the past 5 years for the Position for which pre-qualification is requested. The services must have been started within the last 5 years. Each reference shall contain the following information: • Contract value • Duration of the contract • Customer • Customer’s contact details (contact person, title, phone number and e-mail) • Overall description of the assignment • Description of the Applicant’s role in the performance of the services • Geographic location for the execution of the services. Each reference must contain a maximum of 2400 keystrokes. If a reference contains more keystrokes, the Contracting Authority will only take the first 2400 keystrokes into account when evaluating the application. The references must concern and refer to the Position for which the Applicant applies for pre-qualification. The Contracting Authority reserves the right to contact the referees of the individual references to verify the stated content.

Technicians or technical bodies for quality control: It can call upon the following technicians or technical bodies, especially those responsible for quality control. For technicians or technical bodies not belonging directly to the economic operator's undertaking but on whose capacities the economic operator relies as set out under Part II, Section C, separate ESPD forms must be filled in.
