I/S Reno-Nord reserves the right to award the contract based on the ‘Initial Offer’. The purpose of the negotiations is to clarify and negotiate the ‘Initial Offer’, so they will be optimized compared to the needs and requirements of I/S Reno-Nord. Furthermore, the purpose is to increase the understanding at both parties regarding the character, challenges and conditions of the work. Expected period of negotiation: Week 8, 2020

Kort beskrivelse:
Recent scenario studies show that production line 3 (of the 8 MV AEG Kanis steam turbine) will be needed to provide district heating for the city of Aalborg. In order to ensure reliable, safe and efficient operation of the unit a major overhaul of the steam turbine and gear box is needed. The unit is expected to be decommissioned in 2034. As other major overhauls and lifetime extension works are carried out in parallel, the boiler will be out of operation for several weeks, starting 1.6.2020. The boiler is planned to be ready to provide steam for I/S Reno-Nord to fulfill the obligations and meet the heating requirements from the grid operator not later than 1.10.2020. Thus, hot recommissioning of the turbine cannot be performed immediately after mechanical completion. Also, a replacement of the turbine control system will be carried out during the outage, and test and commissioning of the turbine must be coordinated with the test of the turbine safety functions.

The tender must include optional prices and delivery time according to the price list for the following optional deliveries:
— split line stud bolts for turbine outer casing,
— new sealing strips for the rotor,
— new sealing strips for stationary parts,
— new blades and replacement,
— control stage,
— high-speed balancing of turbine rotor,
— turbine bearings,
— gear bearings,
— seats for control valves,
— oil deflector rings for the turbine,
— additional work and extra manning from contractor,
— transport of main components to workshop,
— recommended spare parts or services.

Økonomisk og finansiel stilling:
The applicant must inform the following regarding economic and financial standing (ESPD part IVB):
— solvency ratio, which is defined as equity/(total assets) x 100 %, in the last fiscal year (LFY).
Mindstekrav til niveauet: A solvency ratio of minimum 10 % in the last fiscal year (LFY).
Teknisk og faglig kompetence:
The applicant must inform the following regarding technical and professional ability (ESPD part IVC):
1) References:
List of relevant references describing the applicant's experience with major overhaul works for a AEG Kanis G25 steam turbines or similar 5-15 MW size turbines and Renk-Tacke gears or similar type of gears within the last 5 years.
The references must include the project managing role (overall responsibility during planning and project execution) and supply of all needed manpower and spare parts.
The description of the references must include:
— description of the works including type of steam turbine and type of gears and the applicant's role in the overhaul,
— start and end date of the work,
— name of the client/costumer.
2) Workshop facilities
The applicant must describe the access to workshop facilities and field service manpower (own or subcontractor's).
3) Engineering competences and capacities
The applicant must describe the access to a qualified engineering department in case of fact findings, recommended modifications or reverse engineering of spare parts should require such services.

The selection will be based on the technical and professional ability of the applicant documented as stated in section 2.2.1, Ad. 4 of instruction to tenderers.
The selection will be based on I/S Reno-Nords assessment of which of the applicants who have (listed in decreasing order of importance):
1) The most relevant, understood by I/S Reno-Nord as references that have the better similarity to scope, turbine and gear box type, and recent references. The higher number of relevant references the better;
2) Good examples of easy access to workshop facilities and field service manpower (own or subcontractors);
3) Convincing description showing that the applicant has access to qualified engineering competences and capacities and supply of spare parts.
