This Contract Notice concerns the Danish Defence Acquisition and Logistics Organization (DALO) award of a Framework Agreement for procurement of a “Deployable Digital X-ray System” for the use by the Danish NAVY EOD and the Danish Bomb Squad within Danish EOD Army. The Danish NAVY EOD conducs Explosive Ordnance Disposal (EOD), Improvised Explosive Device Disposal (IEDD) and supports special operations units, domestically as well as when deployed in naval missions. New technology in this technical field has been in the market for some time now and Danish Defense is seeking new digital systems. This tender does not describe or cover the x-ray generators but only the Digital Recording Plate (DRP) system which consists of an x-ray sensitive digital recording plate that together with a program (special software) creates an image, digital picture when it is exposed to radiation through objects from an x-ray generator and a device where this image, digital picture is then to be shown e.g. computer screen or tablet. Candidates are made aware that it is a mandatory requirement that the DRP system shall be used together with the Danish Defence's existing x-ray generators from golden engineering, XR150, XR200 and XRS-3. X-ray generators are not part of this tender. The requirements specification for deployable digital x-ray system has some mandatory requirement which shall be fulfilled by the tenderer. If a mandatory requirement is not fulfilled, the offer will be excluded from further evaluation. The requirement specification will be available after the pre-qualification for the pre-qualified tenderers. Key mandatory requirements are: (Please note that the below mentioned mandatory requirements are an excerpt of all mandatory requirements) Operational time: The DRP system shall have an operational time of minimum 4 hours in Stand-By mode and within this period, producing a minimum of 20 digital images including wireless transport of these to a digital platform, without charging of batteries or use of external 230V power sources. Stand Alone: The DRP system shall be fully functional as a “stand alone” system by the EOD operator. Steel penetration: The DRP system shall be able to produce an usable image penetrating 35 mm of steel. Organic material detection: The DRP system shall acknowledge and show organic material and distinguish these from non-organic material and metal. Image transfer (Wireless): The image produced by the system shall be transmittable to the electronic media, computer or tablet by means of its own wireless connection with an intermediate distance of at least 200 m Line of Sight (LOS). No repeater in between LOS antennas is allowed. DRP sizes: The tenderer shall have a minimum of 2 different sized DRP’s. Thickness of DRP: The thickness of the DRP’s shall not exceed 25 mm. Scalable transportation: The DRP system shall consist of scalable transportation solutions. i.e. small backpack – light-rugged backpack –semi-rugged trolley – rugged “Pelican-Like”. Software update: The software shall be updatable within its lifetime, regardless of update steps. Digital x-ray system: The tenderer shall be able a to deliver test specimen (a complete digital x-ray system), 10 working days after the offer has been submitted to DALO for test. Final delivery will be agreed by both parties. Instructor for Training: The tenderer shall be able to send a trainer to Denmark to educate the EOD operators who will conduct the test/evaluation, 10 working days after the offer has been submitted to DALO. However, this date will be further agreed by the Tenderer and DALO.

Pursuant to the Danish Consolidation Act No 593 of 2.6.2016 on the complaints board for public procurement (available at www.retsinformation.dk), the following time limits for filing a complaint apply:
