Construction of infrastructure for wind turbines at Nørre Økse Sø.
The site is an area of reasonably flat, open farmland.
New roads along the existing farm land boundaries must be constructed, so the individual wind turbine locations can be accessed by construction equipment and the turbine components. The road layout is designed based on geotechnical survey and according to the requirement of the turbine supplier. For the erection and maintenance requirements at each wind turbine location a hardstand area in region of 1500 m2 will be required. For the new roads and hardstands there must be relocated existing field drainage and installed new drainage.
The current layout includes 7 ditch crossings, which will require piping that allows water to flow beneath the road.

According to enclosed preliminary contract time construction on site is expected to start first quarter 2020 and end fourth quarter 2020.
The work is offered in a total main contract.
The following work shall be carried out:
— excavation of mold,
— excavation for new roads and hardstands,
— construction of drainage for roads and hardstands,
— construction of roads and hardstands as gravel roads, these must be carried out with geo-reinforcement mesh,
— construction of asphalt on transition to public road,
— maintain of the roads in the installation period of the turbines,
— reestablish of selected areas back to farmland.
The assignment contains the following rounded main quantities:
— topsoil/subsoil to excavate and dispose 18 300 m
— Topsoil/subsoil to excavate to depository 32 750 m
— sand 25 000 m
— gravel/crushed concrete 43 000 m
— drainage 11 350 m,
— piping of ditches 500 m,
— asphalt 230 m
— geo-reinforcement mesh 164 000 m
Beskrivelse af mulighederne:
The rotor pre-assembly area and the monopile guide frame area will be optional, since the need for these areas has not yet been finally established.

Betingelser for deltagelse
Egnethed til at udøve det erhverv:
Regarding the compulsory and voluntary grounds for exclusion in the Procurement Act, § 135, 136 and 137, 1, number 1) and 2) the applicant must fulfil the ESPD Part II, III.A, Part III.B and Part III.C.
Økonomisk og finansiel stilling:
In Part IV, B of the ESPD the applicant must provide information about the following:
— documentation for turnover in the areas of road construction, the applicant must provide financial statements that comprises the last 3 years. It will not be necessary to submit final documentation, if information is publicly available,
— if the applicant does not have financial statements that go back 3 years, then the applicant must provide as many years as possible together with a statement of the date of establishment of the applicant,
— as final documentation for liability insurance the applicant must provide copy of the insurance certificate.
If the applicant relies on the economical/financial capacity of other legal entities the applicant must prove in the application that the applicant has at his disposal the resources necessary for instance by providing documentation that the applicant can rely on the capacity of the other legal entity in this respect. A template for this documentation is found in the tender documents (002-1, Tender terms, Appendix 002-1.1). This documentation is considered final documentation.

There must be no significant risk that the applicant will not be able to complete the task satisfactorily due to financial circumstances.
Teknisk og faglig kompetence:
In Part IV, C and D of the ESPD the applicant must provide information about the following:
— the applicant's (list of) references of 5 contracts similar or comparable to the contract that is out for tender, i.e. concerning road construction and drainage work, that have been completed by the applicant within the last 7 years before submission of the application. The information about the references must contain scope of contract, date of commencement and conclusion, contracting entity and contract value. In case the applicant has performed only a smaller part of the referred contract, this must be specified,

— if significant subcontractors are intended to be used for the solution, this is stated. In that case, their purpose is documented with references for similar tasks performed within the last 5 years,
— the applicant must list CV's on 5 persons (at the most, each of max. 3 pages in A4 size) regarding staff who are supposed to carry out the function as project manager, safety coordinator and/or foreman of the task,
— the applicant must list the relevant capacity regarding tool, machinery and/or technical equipment available to the contractor for carrying out the contract in time,
— the applicant must inform of the average number of staffs working in the field of road construction and drainage work of the applicant in the last 3 years.
Reference and CV's listed in the ESPD and optionally supplemented by reference an CV' sheets/appendices are considered as final documentation.
By major subcontractors means:
— subcontractors whose services according to the offer amount to more than 15 % of the total contract price.
Mindstekrav til niveauet:
It is a minimum requirement that the applicant achieve at the minimum point in the evaluation regarding HSE system stated in the requirements set out in document 004-1, HSE pre-qualification questionnaire.

Envisaged number of candidates: 5.
There will be selected 5 applicants who will be invited to submit a tender, with the following objective criteria for choosing the limited number of candidates.
Criteria 1) the applicants must meet the minimum requirements:
1) The applicant will be able to answer ‘Yes’ in the ESPD, Part V, and comply with the grounds for exclusion.
If more than 5 applicants meet the requirements for selection, the employer will select 5 applicants based on an overall evaluation on the following criteria’s:

2) The applicant that's meet the wished HSE level to the greatest extent in the opinion of the applicant, will be among the selectable applicants. Where the document WP.00080-004-1, HSE questionnaire, contains ‘shall’, this is to be perceived as the desired HSE level and should be considered as the minimum level at construction start.

Criteria 3) the best and most relevant:
3A) References going 7 years back in relation to the offered contract; and
3B) CV's on manager, safety coordinator and foreman level. CV's shall state references respectively qualification with similar or comparable tasks. By similar or comparable tasks, meant road construction and drainage work; and
3C) Best and most sufficient capacity regarding employees, tool, machinery and/or technical equipment available to the contractor for carrying out the contract in time.
Criteria 4) the best economic/financial standing/capacity regarding:
4A) Turnover figures and its professional liability insurance, however the employer will not take notice of/evaluate annual turnover that is higher than twice the estimated contract value; and
4B) Its professional liability insurance.
In the evaluation of the 3 mentioned Criteria’s 2), 3) and 4), the employer will give more weight to Criteria 1) and then 2) and lowest to Criteria 3).
