Acquisition of Secure Voice Communication System (VCS)
1) Background and purpose:
This contract notice concerns DALO´s award of an Acquisition Contract with a Framework Agreement for the procurement of a VCS including sustainment i.e. development, implementation, maintenance and support during its life time (20 years). The acquisition contract and Framework Agreement (hereafter referred to as the Contract) shall be assigned to 1 and the same supplier.
The VCS will normally be operated by Danish Defense personnel, i.e. the Royal Danish Navy for maritime surface surveillance and the Royal Danish Air Force for air surveillance, air battle management and command and control. The VCS shall constitute the Danish Defense voice communication system prepared for mission critical voice communications.
The VCS is to be installed on several remote radio sites and operational centers, including a number (50+) of remote radio sites through out Denmark. Each radio site may have different types of radios allocated (HF, VHF, UHF, TETRA). Further details regarding the geographical location of the delivery will follow in the tender documents.
The VCS primary function shall be interconnection of radios, telephone systems, intercom, and public announcement systems. Besides the primary function the VCS most important feature shall be separation of voice communication with different security classification levels including NATO SECRET. Secure and non-secure voice communication shall be facilitated using DALOs own government furnished equipment such as cryptographic devices, IP-WAN and radios. TEMPEST modified equipment is also required at selected locations of the VCS.
2) Deliverables:
A) The VCS:
The contract concerns the acquisition of a VCS based on IP-WAN infrastructure using VoIP (Voice over IP) technology for voice-communication and IP based radio- and device control and configuration. The concept; Secure VCS is defined by DALO as a VCS that can be approved for the classification level NATO SECRET. The VCS shall be scalable in regards to the number of centers, users, services, number of radios, types of radios and services during the expected lifetime of the VCS.
The VCS shall have a dedicated management system.
The VCS system shall be operational and be able to carry out voice communication in conjunction with Air Trafic Control (ATC) communication 24/7/365. The VCS shall be based on distributed system architecture eliminating single points of failures for the VCS system itself and from the Danish Defence legacy systems. VCS system components shall be easy extendable to any location with IP presence including satellite links and shall not be limited by any hardware constraints in the central core of the VCS. Will be explained in the tender material.
The VCS Controller Working Positions (CWP) including the touch screen shall be based on new technology. The VCS management system panel shall be dedicated for radio, telephone and intercom communications. The interface structure shall be configurable and include Graphical User Interfaces (GUI).
B) Integration to legacy systems:
The acquired VCS shall integrate to legacy radio systems (HF, VHF, UHF, TETRA), current voice recording system and Cisco call manager based IP-telephone systems operated by the Danish Defence.
C) Documentation:
As part of the deliverables, DALO shall acquire system documentation and technical maintenance documentation for the VCS.
D) Training and education:
DALO shall be able to acquire initial training and education for System Administrators and Super Users and Tailor made courses in relation to the VCS.
E) Sustainment i.e. development, maintenance and support of the acquired VCS:
During the expected lifetime, DALO shall be able to acquire sustainment, i.e. development, maintenance, and support including the possibility to acquire spare-parts and hotline support, Training and education for all kind of users including operators, system administrators and super users. Tailor made courses shall be arranged on request.
In the duration of the contract it shall be possible to acquire spare parts, support and VCS system components to establish, install, update and maintain equipment for new centers.
