Beskrivelse af udbuddet
The World Bath is a new, great attraction at international level in Aarhus with offers and facilities for a wide target group. The World Bath will offer swimming and wellness activities with world-wide inspiration as well as leisure and playing activities for families. The vision is to find a partner to develop, construct and operate a World Bath offering world-class water activities. The World Bath will be a part of an integrated unit in the overall sports and cultural campus comprising e.g. a community house, library, various outdoor facilities and eating options, also to be developed in an innovative cooperation concurrently with the World Bath.
With a view to fulfilling the vision of the overall sports and cultural campus, the World Bath must meet the following needs:
— contribute to ensuring that the sports and cultural campus will be a force of attraction at the same level as the city’s largest and most well-known attractions and will thereby be able to attract visitors from far and wide (force of attraction),
— be a melting pot of motion, immersion and adventure (a living community),
— support healthy choices and communities across age, gender and social and cultural background (room for differences),
— contribute to ensuring that the new city district in Gellerup is lifted to be an attractive international city district (international pulse),
— contribute to creating synergies and cohesion between the various offers and facilities in the sports and cultural campus (cohesion).
The Municipality of Aarhus does not have any specific requirements for the facilities to be included in the World Bath with a view to meeting the above needs, but expects that the World Bath will include facilities and offers covering a broad segment and appealing to everybody. Furthermore, the Municipality of Aarhus needs swimming facilities for various municipal purposes and these may potentially be placed at the World Bath.
With a view to strengthening the business concept for the World Bath, the tenderer may include supplementary facilities supporting the overall vision for the sports and cultural campus, e.g. hotel and conference facilities.
The tender is conducted as a voluntary procedure according to the procedure for innovation partnerships. Therefore, the successful tenderer will be given the possibility of developing a business concept through innovative cooperation with the Municipality of Aarhus with a view to subsequently entering into an agreement on the purchase of building rights to subsequently construct and operate the World Bath. The winning tenderer must thus be in charge of the construction as well as the subsequent operation of the World Bath.
The possibilities of the Municipality of Aarhus to contribute financially in connection with the establishment of the World Bath are limited. However, the Municipality of Aarhus may enter into an agreement with the party investing in the World Bath (the innovation partner) on use of the facilities in the World Bath such that the Municipality in this connection obtains a right of use on market terms to use the facilities of the World Bath.
