DONG Energy is looking to pre-qualify Certification Bodies to tender for Project Certification Services — Site Conditions Assessment (SCA module 1)
Short description of the services to be conducted:
The Certification Body shall evaluate whether the assessment of the external conditions on site have been adequately undertaken and documented. The site conditions assessment shall be evaluated in compliance with the international standard ‘IEC 61400-22 Wind turbines — Part 22: Conformity testing and certification’. Geotechnics are not part of the evaluation scope at this point. An evaluation report and an accredited Conformity Statement following the requirements of IEC 61400-22 must be issued.

Objektive kriterier for udvælgelse af det begrænsede antal ansøgere:
A) The Candidate must be Accredited according to ISO/IEC 17065 — This is a minimum requirement
b) References and demonstrated experience will be used as criteria for assessing how eligable the candidate is for conducting the described service. DONG Energy requests demonstrable experience in the following relevant fields: Concluded IEC 61400-22 project certification for at least the modules ‘Site Conditions Evaluation’, ‘Design Basis Evaluation’, ‘Integrated Load Analysis’, ‘Design Evaluation’ (for Turbine Foundations).

The most extensive and most relevant provision of services (references) similar to the services comprised by the tendered contracts, the higher the score the candidate will recieve.
As a) is a minimum requirement the weighting of b) is 100 %
eSPD information:
Applicants shall fill out the eESPD document on: https://ec.europa.eu/growth/tools-databases/espd/welcome. The eESPD is a generic application form to be used by Applicants in EU-tenders.
Please be aware that each entity in a joint venture or consortium should submit separate eESPDs. Further, the same applies for supporting entities on which the Applicant relies.
Instructions to the eESPD, section III: Exclusion grounds
It is not a requirement that the Applicant fills in part III, sections A and B of the eESPD. The Contracting Entity is aware that all the grounds for exclusion contained in part III, sections A and B of the eESPD are ‘pre-filled’ without any possibility to un-tick them and leave part III with no answer selected. The Contracting Entity does not take the automatically filled in answers in part III, sections A and B into consideration.
