Acquisition of integrated Audio/Video switching Solutions

Danish Defence Acquisition and Loigistics Organization (DALO)

The Danish Defense Acquisition and Logistics Organization (DALO) wishes to award a contract regarding design, engineering, delivery of components, and installation of Audio Video (AV) systems and solutions for briefing rooms and operations centers.
The tenderer shall perform design, engineering, delivery of components, and installation tasks, as well as delivery of spare parts and replacement items and ongoing support and maintenance for approximately 100 hours per year for at period of 3 to 5 years and with option(s) to extend the service period op to 7 years in total. This includes delivery of video wall infrastructure, video switching, conference sound systems, cabling systems, integrated control of rooms lighting and curtains, system controllers, design and programming of user interface, power switching, etc.
The tenderer shall provide, or subcontract, all necessary workforce resources, such as, but not limited to: authorized electricians, system technicians and programmers as part of the installation and integration services.
The tenderer and his personnel, and any subcontracted resources, shall from the time of application for prequalification uphold a valid security clearance at level: ‘TIL TJENESTEBRUG (TTJ) / NATO RESTRICTED (NR) /RESTREINT UE’ for their entire participation in this procurement procedure, and if awarded contract, throughout the contract duration. The tenderer is responsible for managing, timely applying for- and presenting security clearance certification for all personnel resources involved in the participation in this procurement procedure, and if awarded contract, throughout the contract duration; including all subcontractor resources.

Teknisk og faglig kompetence:

The candidate shall demonstrate to have had experience with similar deliveries within the past five years. The candidate shall therefore provide DALO with a list of the most important similar deliveries carried out over the past five years. The list should preferably include: — a description of each delivery, including brand of system components, number of video sources to switch between, number of video screens to distribute the video to, size of the conference audio system, etc. — information on when it was carried out — the value of the deliveries — the recipients of the deliveries (specific names/countries are preferred, but need not necessarily be included; if no country specific information is included the candidate is asked to provide as much generic information as possible about the delivery). Similar deliveries are defined as a built and delivered briefing room or operations room which includes video switching from both computers, video and video teleconference sources, conference sound system, lighting, and control system integration. If the candidate describes more than ten (10) references, only the ten (10) first references on the list will be assessed. Reference is made to section VI.3 with regard to the candidate's possibility of relying on the capacity of other entities. If the reference is not regarding similar deliveries as defined above, it will not be taken into consideration when choosing the candidates who will be prequalified. If the references lack one or more of the above-mentioned information this may have a negative effect on the assessment of the candidate when choosing the candidates who will be prequalified.

Mindstekrav til niveauet:

The candidate shall demonstrate experience with delivery of minimum one similar delivery within the past five years. The information should preferably be stated in the Prequalification questionnaire (PQQ), template 3. Similar deliveries are defined as a built and delivered briefing room or operations room which includes video switching from both computers, video and video teleconference sources, conference sound system, lighting, and control system integration.

Reference is made to the tender documents with regard to the payment terms. Invoicing must be done in accordance with the applicable Danish legislation on public payments. At present, this is Danish consolidation act. no. 798 of June 2007 which requires invoicing to be done electronically. Exact terms will be stated in the contract.

No particular legal form is required. If the contract is awarded to a group of suppliers (e.g. a consortium) the participants are required to undertake joint and several liabilities and to appoint one supplier to represent the group.

The candidate and personnel shall as a minimum have a security clearance at level: ‘TIL TJENESTEBRUG (TTJ) / NATO RESTRICTED (NR) /RESTREINT UE’ from the date that the candidate submit application for prequalification and for the rest of their participation in this procurement procedure, and if awarded contract, throughout the contract duration. The candidate shall provide DALO with a copy of the security clearance for the candidate and the personnel who are expected to handle the tender material. If it's not possible to provide DALO with a copy of the security clearance, the candidate shall provide a solemn declaration stating that the candidate and the personnel who are expected to handle the tender material has a valid security clearance at minimum level: ‘TIL TJENESTEBRUG (TTJ) / NATO RESTRICTED (NR) /RESTREINT UE’.

If the candidate or the personnel doesn't yet have a valid security clearance at minimum level: ‘TIL TJENESTEBRUG (TTJ) / NATO RESTRICTED (NR) /RESTREINT UE’, the candidate shall provide a solemn declaration stating that the candidate or the personnel fulfills the requirements for obtaining a security clearance, and that the candidate or personnel will apply for a security clearance.

If the candidate relies on the technical and/or professional capacity of other entities, the candidate shall present a statement concerning security clearance of personnel of such entities together with the candidates application for prequalification.

If the candidate intends to use other entities when performing the contract, the candidate should preferably present a list of these entities. Please note that it is not allowed to distribute the tender material to entities which does not have a security clearance, or has provided a solemn declaration stating that the entity fulfill the requirements for obtaining a security clearance, and that the entity will apply for a security clearance.

The limitation of candidates will be based on an evaluation of which candidates have documented the most relevant previous deliveries in comparison to the contract/purchases described in section II.1.5) above and taking into account whether the candidate demonstrate experience (a) with integration of more than one video tele conferencing system in a briefing room environment, (b) with conference sound systems together with video tele conference systems, (c) with ability to control ‘everything’(conference sound systems together with video tele conference systems, lights, curtains ect.) from a control panel with a customized user interface, (d) with integration of PC sources to the video switching, and (e) with integration of building facility control systems (lighting and curtains). Please note that any ambiguities and/or incomprehensibilities in the information submitted under section III.2.3) may be regarded negatively in the evaluation when selecting the limited numbers of candidates.
