The contract notice concerns DALO's award of framework agreements for the procurement of Mobile Sensor Systems, services and spare parts. The acquisition is divided into two framework agreements, 1) a framework agreement (Acquisition Contract) concerning the acquistion of the Mobile Sensor Systems and 2) a framework agreement (Sustainment Contract) related to the sustainment of the Mobile Sensor Systems — mainly in form of delivery of spares and other sustainment services. The Acquisition Contract and Sustainment Contract are to be seen as a whole and will be awarded to the same supplier. DALO intends to use the Deliverables for intelligence, surveillance and reconnaissance as well as for target acquisition and target designation. The Mobile Sensor System is intended as an electro-optical sensor solution supporting all branches of the Danish Defence. There is a need for two sizes of sensor units, a medium range sensor unit and a long range sensor unit. Both shall be available for land and maritime applications, and should be available for airborne applications. There is also a need for masts in three different sizes for different land platforms. The resolution of the MWIR sensor shall be no less than 1 280x720 sensor elements. The Sustainment Contract containing e.g. Spare Parts and Services is intended for maintenance and enhancement of the Mobile Sensor Systems, including support. The supplier shall assist in the integration of the Mobile Sensor System on any platform and shall assume full system responsibility in regards to the Mobile Sensor System on the platform. DALO expects to make an initial purchase of 12-20 Mobile Sensor Systems. DALO expects the deliveries to commence no later than 13 months after receipt of a purchase order. DALO expects to conduct testing of the Mobile Sensor Systems in Denmark in June 2018 (June 8th — June 19th). As described in section II.1.5) below, DALO will award 1) a framework agreement (Acquisition Contract) concerning the acquistion of the Mobile Sensor Systems and 2) a framework agreement (Sustainment Contract) related to the sustainment of the Mobile Sensor Systems. The length of the Acquisition Contract will not exceed 7 years. With regards to the Sustainment Contract, the framework agreeement will have a duration of 7 years with a possibility for renewal 4 times for each two years (7 + 2+2+2+2). DALO has determined that such a duration is justified based on the following grounds in particular: The Mobile Sensor Systems are expected to have a life span of approximately 15 years. DALO therefore has a need for sustainment that exceeds 7 years. Due to the numbers of Mobile Sensor Systems to be delivered — as well as the expected integration costs associated with integration of the Mobile Sensor Systems on DALOs platforms, it creates a need for a longer depreciation period than usual which also motivates a contract period exceeding 7 years. Furthermore, a great deal of knowledge and experience will be gathered throughout the contract period, in particular in relation to the integration on DALOs platforms. The need to minimize the technical and logistic difficulities that a change of supplier will result in also supports the need for at contract period longer than 7 years.
