The Evaluation Department of the Ministry of Foreign Affairs of Denmark has introduced the concept of Real-Time Evaluation (RTE) as an approach to enhance the evaluative work by enabling data collection concurrent with the development intervention and to increase the usability of the evaluation interim findings by making it possible to provide feed-back to operational management during implementation.

The RTE of Danish Support to Sustainable Coastal Fisheries in Myanmar is going to be undertaken from October 2016 to December 2020. The RTE will take as its point of departure the outcomes envisaged for the engagement and establish baseline and annual data collection which will enable to follow the progress towards achieving the short-term outcomes. This will also entail observing selected contextual factors at community level, which are important for the achievement of outcomes. Towards the end of the engagement, in year four, the RTE will provide a summative evaluation of the whole engagement in relation to the five OECD/DAC evaluation criteria of relevance, efficiency, effectiveness, impact and sustainability, to the extent possible.

It is envisaged that the evaluation will apply a theory-based approach with a combination of quantitative and qualitative data. The initial baseline and the end-of project assessment will involve surveys in the targeted villages as well as in selected non-targeted villages. During the annual visits, field assessment will involve qualitative appraisal techniques, which should be broad enough to enable robust conclusions on the evaluation questions.

Based on an initial assessment, it is envisaged to purposefully sample 4-5 villages for the in-depth field work on an annual basis, whereas the remaining villages may be included in a less intensive manner. Data collection methods for the field work involve household interviews, key informant interviews, focus group discussions and direct observations. Other data sources may be used as a supplement, although these most probably are limited.

The Evaluation Team is expected to consist of two international and two national experts. A partnership involving a relevant knowledge institution in Myanmar (university, research or other relevant institution) would be preferable for the assignment. The DAC evaluation principles of independence of the Evaluation Team will be applied. In situations where conflict of interest occurs, candidates may be excluded from participation, if their participation may question the independence and impartiality of the evaluation.

Using the ESPD, the applicant should quote its annual turnover for the last three available accounting years.
The information should be provided in the ESPD, Part IV, B: Economic and financial standing, section 1a.
Unless the information is publicly and electronically accessible free of charge, the documentation for the turnover quoted in the ESPD should be included in the e-mail with the ESPD. The documentation should be in the form of financial statements or extracts from the financial statements or a statement of the undertaking's overall turnover certified by a chartered accountant or certified public accountant.

Minimum level(s) of standards possibly required:
4 900 000 DKK each accounting year.
If the candidate is a joint venture, the joint venture shall, as a whole, meet the minimum conditions related to economic and financial standing. In that case, each member shall submit a completed and signed ESPD.
If the candidate relies on the capacity of others, the turnover is calculated as the sum of the turnover of the applicant and the other entity's (or entities') turnover.
An economic operator may, where appropriate and for a particular contract, rely on the capacities of other entities, regardless of the legal nature of the links, which it has with them.
Where an economic operator wants to rely on the capacities of other entities, it shall prove to the contracting authority that it will have at its disposal the resources necessary, for example, by producing a commitment by those entities to that effect. The letter of commitment or relevant documentation shall establish the legal commitment of the party concerned to support the applicant for the full contract period.

Such entities, including the parent company of the candidate, must respect the same rules of eligibility, and must comply with the conditions as stated in this contract notice. Such an entity must also submit a completed and signed ESPD.

Precise information on deadline(s) for lodging appeals Pursuant to the Danish Act on Enforcement of the Procurement Rules, etc. (the Act is available at www.retsinformation.dk), the following deadlines apply to the lodging of appeals:
