Cityringen branch off to Sydhavnen (CRSH):
The construction of CRSH will be performed via a Civil Works design and build contract called CRSH1 plus a Transportation System design and build contract CRSH4.
The physical connection to Cityringen is performed by the current CWC contractor (CMT) on Cityringen. The supply of rolling stock and high level transportation supplies like ATC and SCADA will be supplied by the current TSC contractor (ASTS) on Cityringen. Finally a number of other contracts like utility relocations, road diversions etc. will be entered separately by the Client. By nature the CW contract CRSH will have interfaces to CRH4, CWC at Havneholmen shaft and to TSC.

Metroselskabet has already entered into a contract with TÜV Rheinland InterTraffic GmbH with DNV-GL as subcontractor as a System Level Independent Safety Assessor (SYSISA) for CR, Cityringen Branch off to Nordhavnen (CRNH) and CRSH.
The SYSISA is performing the safety assessment of the CW supplies for CR and CRNH as well as performing the safety assessment of the complete fleet of rolling stock for CR, CRNH and CRSH plus all TS supplies like ATC, SCADA and other TS subsystems for the CR, CRNH and CRSH projects.

Services put out to tender:
In conclusion the scope of work for the CWISA is the safety assessment of CRSH1.
Independent Safety Assessor will be procured to assess all aspects related to CRSH1 of the specifications, design,manufacture, construction, installation, training, testing, commissioning, trial running and final acceptance of the Transit system to verify compliance with the governing standards for the assessment services and the standards governing safety of Cityringen Branch off to Sydhavnen;

— The CW certification process
— Perform safety assessment of the contractors works including the interface work to CR at the Havneholmen shaft to ensure that the CRSH1 contractors and sub-contractors are following the specified standards.
— Interface substantially with the SYSISA by supplying assessment reports and information to SYSISA as well as receiving assessment reports and information from SYSISA
— Participate in meetings to ensure progress and solving technical issues.

The assessor shall be accredited in accordance with the COMMISSION REGULATION (EC) No 402/2013 of 30.4.2013 on the common safety method for risk evaluation and assessment, cf. also executive order No. 644 of 8.5.2015 ‘Bekendtgørelse om ændring af bekendtgørelse om krav til akkreditering af assessorer på jernbaneområdet’.

Documentation for being accredited shall be provided by filling in the ESPD part IV.A.

The application must be accompanied by information on the Applicants economic key figures for the last three (3) available years in ESPD part IV.B. as follows:
General yearly turnover;
— Turnover.
Financial ratio:
— Solidity (equity/total assets).
Other economic or financial requirements:
— Profit/loss for the year after taxation;
— Equity capital;
— Total assets.
Formality:
If the Application comes from a consortium, the above mentioned information must be submitted for each participant in the consortium by filing in an ESPD for each participant, cf. section III.1.4).
If the tender application is based on economic and financial capacity of a third part (e.g. parent company or sub-consultant), the third part shall complete and sign an ESPD, cf. section III.1.4). The signed ESPD will form the documentation of the third party's availability.

Metroselskabet I/S reserve the right to obtain audited annual reports upon request at any time. The winning Tenderer shall document the information regarding economic and financial capacity before award decision.
Each third party, which the application is based on, must sign and submit an unlimited surety bond (selvskyldnerkaution) if the Applicant is awarded the contract.
Mindstekrav til niveauet:
There must be no risk worth mentioning that for the financial reasons the Tenderer will not be able to complete the task satisfactorily.
Teknisk og faglig kompetence:
The ApplicantTenderer shall give information on performed comparable assignments to the one put out to tender within the last five (5) years in ESPD part IV.C. Metroselskabet I/S wants a maximum of 10 references. Each reference may contain a description of the nature of each project, the client, a contact person if available, the physical and financial size of the project, the work performed by the applicant and the time frame of the project carried out

The applicant shall give information on subcontracting proportion in ESPD part IV.C.
Formality:
If the description of a reference not fits into the ESPD format due to e.g. pictures or illustrations a specific reference (Doc. ID) to an attachment shall be incorporated in the ESPD instead.
If the Application comes from a consortium, the above mentioned information must be submitted for each participantin the consortium by filing in an ESPD for each participant, cf. section III.1.4).

The applicant shall complete ESPD part II, III, IV, V and date and sign ESPD part VI.
If the Application comes from a consortium each company in the consortium must fill in an ESPD as described above.
If the Application is based on a third part (e.g. parent company or sub-consultant), the third part shall complete an ESPD part II (only A and B), III, IV, V and date and sign ESPD part VI.
If the Applicant consist of more than one company the role of each company and the task to be solved by each company must be described in part II A (possible to do after ticking "yes" to the question "Is the economic operator participating in the procurement procedure together with others?).
